The Post Courier – The Voice of China

by A POST COURIER REPORTER
The Chinese Embassy are exploiting and corrupting our media institutions. I have evidence. Money has spoken and there is now no independence and integrity in PNG media. My complaints have been
ignored for too long. I can no longer hide these dirty secrets from our people and jeopardise my family future and our country’s future.

The rumours are true. Editors, managers and journalists at the Post Courier and The National are accepting payments from the Chinese Embassy in return for favourable stories and control of publishing. The exploitation and bribes allow China to advance their own egotistical agenda at the expense of PNG’s sovereignty and its people. I have witnessed many journalists at the Post Courier and The National accept large sums of Kina, new phones, laptops, and luxury trips to China, all off the books and in secret. The Chinese are willing to go to any length to corrupt us and buy our loyalty, more and more with success.

This corruption goes much further than capitalising on the greed and selfishness of these journalists. Once the Chinese Embassy have you hooked on money, they treat you like the puppet you are. Controlling you through threatening and intimidating emails and text messages to apologise, change or hide stories that criticise China or do not advance their political agenda. There is a very good reason why we publish no stories about sensitive Chinese issues. On many occasions, I and others have been threatened by the Chinese Embassy to not write about stories that they want hidden.

I have seen stories about Chinese companies, Chinese political leaders and Taiwanese independence being heavily edited or removed by the Chinese Embassy in Port Moresby.Sun Jia, the supposed ‘Director of Political Affairs’, Diao Yixiao and others at the Embassy censor and corrupt our journalistic independence and integrity. In my years of journalism, I have never heard of diplomatic staff from another nation trying to bribe and threaten local media. Diplomatic staff usually act with integrity and respect to best represent their nation but this is not what I am seeing.

Buying and threatening editors, managers and journalists to publish or hide stories does not seem to be the best way to represent China to our country. Or is this what the current Chinese leader and their Embassy representatives call diplomacy and respect? Quality journalism at the Post Courier and The National has not existed for a long time. We are often accused of not investigating stories properly. At the Post Courier, journalists have come under scrutiny for plagiarism many times and have even been publically humiliated by The Guardian.

I used to be proud of my career as a Journalist but now I am embarrassed. How can I have professional dignity when staff at the Post Courier and The National are accepting bribes and allowing themselves to be controlled by Sun, Diao and others at the Chinese Embassy? This is a breach of both our country’s sovereignty and the Media Council of PNG General Code of Ethics for the News Media.
https://media-council-of-papua-new-guinea.webnode.com/code/ In order to maintain public trust, freedom of speech and credibility of the news media, journalists are required to remain within the
following guidelines derived from international standards.
The code clearly state;

“Disclose any conflicts of interest that affect or could be perceived to affect the accuracy, fairness or independence of your report. Never use your journalistic position for personal gain”

“Do not accept any benefit or gratuity that might be seen as personal gain in conflict with fair and unbiased news coverage at the time or in the future. When it is given it should revealed in the story
content”

“Do not plagiarize”

It is clear that staff at the Post Courier and The National are not abiding by these ethics. They are allowing Sun, Diao and the Chinese Embassy to buy their loyalty and profit at the expense of PNG’s
independence. They are no longer real journalists but mouth pieces of the Chinese government.
I will not sit quietly and allow my country to suffer because of the greed and selfishness of others.
I cannot act without integrity – being a journalist is an honour and I will not stand by and allow this corruption to go unnoticed.

I will not continue knowing my family and future generations will not be able to rely on the institutions that are created to inform and protect them. I will not allow PNG journalism to be corrupted and controlled by the Chinese embassy. Sun Jia, Diao Yixiao and the Chinese Embassy. Stop corrupting,
controlling and threatening us. Managers, editors and journalists at the Post Courier and The National, uphold your journalistic integrity and independence. The Government of PNG must investigate this and protect our media industry. The people demand and deserve it. The suppression of truth is harming us and our nation. If you then do not change, we will know. And we will expose you. We know much more.

8 REASONS WHY PNC AND O'NEILL WONT BE FORGIVEN

Albert Hiwi

The citizens of Papua New Guinea want these things to be justified before you, Peter O'Neill talk about politics again. Otherwise, you and your cronies should be ashamed of yourselves for all the evils you have done to this Nation and its people as outlined below.

You obtained an unlawful UBS Loan bypassing all the Parliamentary Procedures and Legal Requirements which suddenly brought the economy of this nation down to its knees to bleed; and you fuc*ed up the APEC Funds in Billions without leaving any trace and records behind without any accounted and audited report on the expenditures;

You deployed the Police Force to Shoot down an armless PNG University Student while he was among the university group of students exercising his Democratic Rights in a Free, Peaceful and Democratic Demonstration Protest. Blood is on your hands!

You blew up the K8 Billion Reserve Fund saved over many years as the nation's Security Funds by the Late GCS Michael Somare in the Trust Fund. You blew it up just in two months after stealing the PMs seat from Late GCS Michael Somare. Then you circulated on the Public Print Media saying "IT'S MISSING". Too smart and cunning tactic.

Burnt down PNG Air Niugini the National Flag Carrier. No investigation.

You highjacked the Democracy of the sovereign Independent State of Papua New Guinea and seized the National Parliament by force and declared yourself as the legitimate Prime Minister of Papua New Guinea. Then you immediately shifted and amended the Laws overnight to justify your actions. Smart and cunning. You have set an unhealthy record in the history of our country which we all bear witness of.

No Genuine Reason for the Purchase of the Israeli made Genset worth K50Million in the name of PPL to Boost Power Supply. Abuse of Public Funds; Another mischievous act.

Unlawful Purchase of the Maserati Cars for No Good Purpose. Abuse of Public Funds.
THIS NATION WILL NOT EASILY FORGIVE YOU!

PNC PARTY POLICIES ARE UNREALISTIC DREAMS

VINCENT MOSES
Most of the policies listed by the PNC Party are mere dreams and unrealistic wishful thinking.

None of those policies were implemented or achieved by the PNC Party when they were in power for 8 years. The only thing they were known for is the illegal K3 billion UBS loan and setting this country on a path where our National debt spiralled out of control while our economy took a nosedive.

There is nothing listed among those policies that talks about fighting corruption. Corruption is the single biggest plague like disease that eats away the limited resources that PNG has as a country. Corruption in PNG is both SYSTEMIC and SYSTEMATIC as stated by the late Sir Mekere Morauta and is found in almost every government system and establishment.

In order to truly deliver services to people one must first deal with the huge elephant in the room which is Corruption. The Pangu government led by PM Marape may not be perfect and may not have done things to please everyone but one thing they have done right was pass very important laws to deal with Corruption.

The passing of the ICAC Bill as well as the Whistleblower legislation and other related laws was a long overdue action and it takes a strong government and strong leadership to pass such laws. Laws are neutral and do not respect the people who make or pass them and can easily turn around and bite the very people who created those laws.

That's why the previous government of Oneill only gave lip service to those laws and did nothing to pass them, or give life to ICAC as an institution. In fact they even disbanded the forerunner of ICAC which was the Task Force Sweep headed by Sam Koim because this institution went after them and their corrupt deeds.

Their slogan Wok Mas Go Yet is just an election gimmick because the truth is that nogat wok bai kamap taim Corruption em stap life. Em bai kilim dai na bagarapim olgeta wok so nogat wok bai kamap na go yet.

LEST WE FORGET PNG. NEVER VOTE FOR ANY PNC CANDIDATE BECAUSE IT'S LIKE HANDING OVER THE KEYS OF THE PNG PMV BUS TO A DRUNK AND RECKLESS DRIVER WHO WILL CRASH THE BUS AND KILL ALL OF US.

PETER O'NEILL IS NOT RIGHT FOR PNG

by BEN YALO

Our people in Papua New Guinea have to understand the character of Peter O'Neill to fully comprehend what damage and day-light robbery he had inflicted on ordinary Papua New Guineans, while he was running this Country.

This article brings to light the dark side and unknown secrets of Peter O'Neill, the Member for Ialibu Pangia Electorate and the then Prime Minister of Papua New Guinea. These uncompromising and compelling truths revealed here might surprise you, but you will not regret that you have discovered the deep secrets of his background and character unknown to the majority of Papua New Guineans and the whole world.

During the political impasse since August 2 2011, I have supported the O'Neill/Namah regime against the Somare/Abel regime. The reason of my support was to change Somare’s unpopular regime that was deeply systematic and systemically corrupt. In the process, I admit that our constitution was tempered and violated.

Even though our Supreme Court ruled in favour of Somare’s legitimacy, I went at great lengths to argue and support that O'Neill/Namah regime was legitimate. Consequently, the Somare/Abal regime was dethroned and destabilised. They usurped the power as an illegitimate government. But now I regret Peter O'Neill was not the right choice. That is now water under the bridge!

My views to expose Peter O'Neill are based on his gross mismanagement of our economy in Papua New Guinea and his unpopular political decisions which is aggravating the tense volatile situation. Typical examples are the signing of the UBS K3Billion loan to buy the share of 10.1% with Oil Search.

This was a crazy and a mad economic decision. The theft of K71.8 million of public funds through colluding with white collar criminals like Paul Paraka. He authorized the signing of these cheques. This was stealing of the highest order.

Don Polye on radio FM100 talk back show said he facilitated the K71.8 million to Paul Paraka while being the then Treasurer of the O’Neill Government upon instructions from Prime Minister Peter O’Neill.

Polye admitted that Mr. O’Neill was well vest and knowledgeable about the payment of the K71.8 million and he wrote the letter which know Mr. O’Neill denied. Mr. Polye said he did not act alone to facilitate the payment, he admitted he got instructions from the Prime Minister to do so.

On the other hand, the then Finance Minister Hon. James Marabe said when he took the office in August 2012, he was presented with a bill of more than K36 million from Paraka Lawyers in October of the same year. Marabe said he consulted Peter O’Neill about the bills and Peter asked him not to pay.

Effective of 31st October 2012, all payments to Paul Paraka Lawyer were put on hold, Marabe said. However, some money were paid when Polye was the Minister of Treasurer which Polye confirmed on the FM100 Talk Back Show that he facilitated the K71.8 million payment as directed by the PM.

There were four (4) payments made after he put a stop in October which happened without his approval as the Finance Minister in the month of November and December 2012 and March and May of 2013.

Investigations were conducted who then made the payments to Paraka when James Marabe did not approve these payments? “Sadly two months underlying in May ‘I have found out’ that this gentlemen was the one who approved the payments.” Marabe said on EM-TV news.

The question is which gentlemen was Marabe referring to here? Is it Don Polye? Or who else would be? O’Neill was continuing to deny that he did not signed the letter to give directive to the Finance Secretary for the release of payments.

When both Ministers Marabe and Polye denied that they did not approve any payment, someone must have wrongly done it. Was it the prime minister or the secretary? Was the Prime Minister’s letter sufficient for executing the payments? Did he not signed the letter?

Further, The K104 Million LR Genset scam, The basis of the purchase was corrupt and outside due process including NEC procedures, the requirement for a public tender for such an arrangement, the Public Finance (Management) Act, the Central Banking Act, the IPBC Act, the PNG Power Act, the Companies Act and the IRC Act.

The total transaction amounted to well over K104 million. The K50 million was just a down-payment, and further payment were made of at least K44 million.

Furthermore, the arrangements for owning, operating and maintaining the generators have been kept secret by the Prime Minister. But it is known that LR Group offered to operate the two generators at a three-monthly cost of about K1 million.

The then Prime Minister and the then Minister for Public Enterprises, Ben Micah, presented a submission to NEC on February 25 2014, well after the transaction was completed, to try to cover up the corruption, fraud and misappropriation in the original deal.

In the process they mislead NEC as to it true nature of the transaction and its status. Indeed, the details of the entire original transaction were concealed from NEC members by the Prime Minister and Minister Micah.

In subsequent public statements the Prime Minister deliberately lied to the people of Papua New Guinea. He stated in April and May that the K50 million “was still in a trust account at the Central Bank of PNG”.

He also stated publicly and to NEC through his submission with Minister Micah that the purchase was from Israel General Electric Corporation. If he made these statements in Parliament then he is guilty of misleading the House.

This Prime Ministerial lie is easy to prove: a record of the SWIFT payment of $US20.4 million to the credit of LR Group dated 20 December 2013 is attached.

More importantly, the essence of his chronic mismanagement our economy had swindled our kina value drastically. The government has no credible path out of the budget mess. Deficit levels are getting larger, not smaller.

Economist Paul Flanagan recently wrote in his Blog about the PNG Economy: PNG Treasury states the debt to GDP ratio is 32.6% and so exceeds the 30% limit set out in the Fiscal Responsibility Act (and using the GDP series when this benchmark was created, it is now 42.7% of GDP).

As a result of the failure to manage this fiscal crisis, PNG’s debt in 2016 is 258% of its 2012 levels. This will be a painful legacy for PNG’s future as little of the debt blow-out has been properly invested. The 2016 Supplementary Budget assumed that revenues would increase by K928 million but the FBO indicates revenue actually fell by K1,236.7 million – a difference of K2,164.7 million.

The Supplementary Budget also assumed that expenditures would be cut by K928 million but they were only cut by K262.2m. Staffing costs actually exceeded the Supplementary Budget by an extraordinary K471.0 million (mainly due to poor planning around teachers).

There is a risk that some of the K1,102.7 million reduction in goods and services expenditure late in 2016 is simply a deferral of bills. The blow-out in deficits and debt results from excessive expenditure expansion in 2013 combined with a dramatic collapse in revenues to the lowest levels since Independence.

The revenue collapse mainly results from the poor performance of the PNG economy and the diversion of revenues to Kumul Petroleum – less than 30% of the revenue fall is due to the fall in commodity prices. The poor budget outcome in 2016 also means revenues will be lower and expenditures higher than shown in the 2017 budget. The 2017 budget needs to be redone.

Today, the value of kina has fallen further by 150% since it was floated many years ago. This bad economic situation is adversely affecting most of our ordinary citizens.

I think that this gloom economic situation is deeply rooted in his background and upbringing. I believe that his background and upbringing has a lot of bearing on his leadership. This is the truth and Peter and his associates must admit and relinquish the PM’s post to someone capable of managing this beautiful country with a lot of money and resources.

In his two terms in office as a member, he virtually did nothing for Ialibu Pangia. No one knows where all the Electorate’s millions of kina disappeared. When the people saw that there was no substance in his leadership, a plan was hatched to get rid of him in the 2012 General Elections.

It was beyond doubt that he was going to be unceremoniously dumped by the people of Ialibu Pangia. However, the circumstances of the political impasse twelve months prior to the 2012 General Elections, changed the whole outlook and dynamics in PNG politics, and subsequently the opinions of the voters in his Electorate.

Six months before the 2012 General Elections, the Deputy Prime Minister Hon. Belden Namah and some senior MPs in the National Alliance Party camp were advised by credible political scouts based on local intelligence that the only way to prevent Prime Minister Peter O'Neill from returning to form Government was to get rid of him at the polls at his Ialibu Pangia Electorate.

Sadly, the common knowledge is that these rival political party leaders didn’t listen to credible and sound advice to fund and support someone from Ialibu Pangia area who had the popular support and a huge potential to unseat O'Neill.

In fact, O'Neill would have been relegated to 3rd or 4th place had some political leaders heeded wise advice from the credible sources. Instead, some of these political leaders were advised by so-called election coordinators in the Highlands Region, who are a well-known for gambling and womanising to support some unknown clowns who pretended to be leaders from the Ialibu Pangia area.

These political leaders were misled. Several attempts were made by the people to the party leaders to challenge Peter, but that choice was ignored. They refused to acknowledge that they were dealing with a new trend in PNG politics, masterminded by a ruthless and innocent looking PETER O'Neill.

The irony in this lack of foresight is that this is the same Peter O'Neill from the infamous NPF FRAUD SAGA and the PUBLIC SERVANT’S HOUSING SCHEME THEFT SCANDAL. O'Neill was pretending, watching the old style politics, scheming by lying low, but when the opportunity presented, he took his chance and struck like a Papuan Black.

The result proved fatal for Somare and the NA-led Government, Namah’s PNG Party, and now Duma’s URP and Polye’s THE Parties. O'Neilll is a ruthless, cunning, shrewd, tactful politician who used the state apparatus to form the present government.

For example, three months before the nominations opened for the 2012 General Elections, Somare and NA Party Officials were presented with the opportunity to fund and support someone to get rid of O'Neill. However, NA leadership refused and ignored.

Surprisingly, NA Officials (people with inflated egos and self-interests) went ahead and endorsed a TUCKER SHOP OWNER from the Morata Settlement to challenge the sitting PM, Peter O'Neill. They were just plain mad. NA became a laughing stock to endorse such a man unknown in Ialibu and Pangia communities.

Furthermore, PNG Party made a mockery of themselves by endorsing an illiterate and ego-centric Port Moresby-based businessman. Now these failed politicians were sleeping in bed with Peter O'Neilll. Their intentions were to get the attention of Peter O'Neilll and make fortune out of it.

Other aspiring candidates in the Ialibu Pangia Electorate were bribed by O'Neilll. They went to bed with him. He just had no powerful rival to compete with. He just walked over. This is history!

If these rival political parties had done their groundwork properly before endorsing someone credible, O'Neilll would have been history. Mr. O'Neill fraudulently got himself re-elected, because there was not one credible and influential candidate to seriously challenge him.

Apparently, aspiring candidates for the PM’s post found out for themselves after the polls and felt the pain and anguish that was dished out by O'Neill after becoming PM. With a lot of respect, now Namah, Duma and Polye regreted their decision to support O'Neilll, while Somare crawled back to O'Neill to cover his ass for the mountain of sins committed over 10 years while being the PM.

WHO IS THIS PETER O'NEILL, THE FORMER PRIME MINISTER OF PAPUA NEW GUINEA?

These are the real facts PNG ought to know. O'Neill was neither a tribal leader nor will he ever be one. He has no identity in terms of tribal heritage, or being from an established stock clan in an indigenous community to become a leader. He has no traditional or customary identity.

Therefore, he is not entitled to any inheritance, such as land for hunting or gardening. Moreover, he was born out of wedlock, meaning his mother bore him as a result of fornication with a colonial Australian Kiap/Magistrate called Brian O'Neilll, who was a well-known womanizer in those early days in the Ialibu Pangia area.

O'Neill was born as result of such promiscuous relationship from a village girl called Awambo, who was a well-known whore in the early sixties in the Pangia area. Her Kauwo village was near the Pangia Government Station, so she could easily slip into the expatriate’s house under the cover of darkness to ply her trade in exchange for a tinned fish, packet of rice, and occasionally two Australian Dollars.

In the highlands culture and tradition, O'Neill is an illegitimate child with no heritage or inheritance. He was never supposed to be an MP in the first place. This is O'Neill’s weakness, even to this very day. HE HAS NO STANDING IN IALIBU PANGIA. This is an open secret which Papua New Guinea does not know about.

This is the very thing Namah, Polye, Duma, and Somare would have exploited to rid O'Neill. Yet they chose not to support some credible people who had the support of the people, thereby allowing O'Neill to simply walk through, because the four candidates who challenged him are a bunch of unknown clowns, which insulted the intelligence and integrity of the Ialibu Pangia people, so much so that people simply refused do anything, because some credible candidates who the people supported to nominate did not do so, and the obvious was evident.

In fact, there was no polling in twenty-eight polling booths in the Pangia area, and the counting in Mendi was just bulldozed by making him the first-declared MP in PNG. Being declared four weeks early gave him an unprecedented advantage over his rivals to form the government, because that early declaration game him the advantage to manipulate the system to collect the numbers around the country to form Government.

Messers Namah, Polye, Duma and other aspiring political leaders have to rethink the way they play politics with the crafty O'Neill and his lieutenants like Marape and Pruaitch. No matter what they say or do, O'Neill is not “too concerned" of their threats.

I advised Mr. Belden Namah that the ONLY option for him to dethrone O'Neill is to relinquish the position of Opposition Leader to the other major coalition partners. PNG Party’s numbers have diminished drastically. So there is no hope for the Opposition as far as the number’s game is concerned.

What does this scenario tell the PNG public? Mr. Namah has to relinquish the opposition leader to some credible coalition leaders in the government ranks. I would prefer Polye if I was given the choice. If Polye does not want to join the Opposition, there are other potential ones out there. I believed in Hon. Belden Namah and encourage him to refocus and strategize his plans either before the next vote-of-no-confidence, or he must ensure that O'Neill is arrested for authorizing payment of K71.8 million to Paraka Lawyers (the latter is being swept under the carpet by the Police Commissioner).

However, if O'Neill to remain PM for the next three years then it’s very unfortunate that Papua New Guinea will be thrown into financial doldrums, which we will be struggling to recover in the future.

O'Neill is an economic terrorist and white collar criminal. Just look at the way he's running the country in the last two years. He is signing loans that have speculative market dividends.

He has stolen from tax payers indirectly through dubious associates. Hundreds of millions of Kina worth of projects are given to just the three same companies with no tenders called for.

So far he has given over K3 billion worth of projects to these three companies. Most of the costs are inflated by over forty percent (40%) of the actual cost. Guess who gets the commission? Of course O'Neill himself. Insiders say that he demands thirty percent (30%) from the project costs.

He controlled everything whereby some of his ministers are powerless when it comes to signing off approval for large contracts. It’s too damn obvious, yet not a single Government Minister or MP has the guts to stand up and raise these issues.

O'Neill was making fast money while at the helm. He needed to be stopped, because he was moving like a bullet train with no brakes, for he didn't care what happened for PNG’s future.

Our people in Papua New Guinea have to understand the character of O'Neill to fully comprehend what damage and day-light robbery he has inflicted everyday as long as he remains PM.

All the so-called good things and his image portrayed to the public as a good and honest leader is just a plain smoke screen. He can easily take a lead role in a Hollywood Movie as an imitator, because he is a master of disguise.

The Bible describes such a character as a “WOLF IN SHEEP’s CLOTHING.” His three lieutenants, James Marape, Patrick Pruaitch, and Francis Awesa were aiding and abetting pillage of the nation’s finances, because these three idiots are having their cut in all the deals.

One way or another Governor Powes Parkop was aware of these corrupt practices, but his hands were bound and he was silent, because his main concern was that some of these major infrastructure projects were currently implemented in his electorate, NCD.

Can a leopard change its spot? The adage is so true of O'Neill: Once a criminal always a criminal. He is carrying this “unforgiving title” and he is no doubt the biggest crook in Papua New Guinea.

What the Somare family and Associates amassed over forty years in politics was nothing compared to what O'Neill had stolen and accumulated in just three years of being PM, beginning with the political impasse in August, 2011.

Can you imagine O'Neill being PM full five years? It is mind-boggling and scary.

PNG was on the verge of a stupendous economic disaster. Why?

The funds from the LNG Gas Exports were set to flow into the Government revenue in the second half of 2014. And the misappropriations of these funds were susceptible.

We are talking about BILLIONS of Kina, not Millions. Doesn’t this send a cold chill down your spine? Here we are talking about a man who has cleverly set himself up to rip off this country’s wealth when he is the PM. He does not care one bit about what happens after he leaves office, because he has big setup already in Australia and elsewhere.

This is an URGENT CALL going out to concerned citizens, law enforcement agencies, disciplined forces, student bodies, and tertiary institutions and union leaders, churches and church leaders, community leaders and NGOs, public servants, businesses and CEOs.

If you love this beautiful country and are concerned about the future of your children and the future generation, DO NOT VOTE FOR CANDIDATES ENDORSED OR SUPPORTED BY PETER O'NEILL'S PEOPLE NATIONAL CONGRESS PARTY, please pass the message around.

We must rise up and show people’s power now, because the Police Force and Police Commissioner cannot arrest Peter O'Neill. The then Police Commissioner has past his retirement age. It was very obvious now that he has been given a golden hand-shake under the table by O'Neill to protect him from being arrested. Even Somare, Chan, Wingti and those who pretended to defend Papua New Guinea were cold silent. Why? This is the question we have to answer. It is now or never!

In conclusion, it is observable that O'Neill is not the RIGHT person to lead this country. He is a white collar thief. Coalition partners and concerned independent MPs must make an informed decision to forsake your personal ambitions and gain, or being blinded by greed or power. There must be some kind of radical approach to change O'Neill as the PM of Papua New Guinea. This will save the face of economic and social disaster that is imminent.

MARAPE LIED TO LADY VERONICA SOMARE

SAMSON KOMATI

During the funeral of the Late Grand Chief Sir Michael Somare in Wewak in 2021 an emotional James Marape while consoling Lady Veronica promised that he would renovate her humble Kreer Heights home in Wewak she shared with her late husband.  Lady Veronica thankfully accepted the offer.

However, after 1 year and 6 months Lady Veronica is still waiting for James Marape to fulfill his promise.  She has literally given up reminding and chasing him up and has now resorted to living in the basement of the one of her daughter's NBC houses in  Wewak.

James Marape has over the last 3 years gone all over the country making numerous promises which he has no means, intention or ability to fulfill.  He has a tendency to make promises to people to please them. But for him to make an empty promise to the grieving widow of the Father of the Nation is cardinal sin.  It goes against common decency. The Tari man publicly potrays himself as an humble and honest person. This is a false facade and deceptive appearance of the liar he his.

James Marape now has the audacity to publicly declare that he would be forming the new govt from Wewak in honor of the late Father oF the Nation?.  What a shameless lying man.  What makes him think he is even welcome in Wewak and has the blessing of the Somare family to set up camp in ESP?

The Somare family are believed to be angry and divided with Michael  Somare Junior running against NA's Governor Alan Bird.  Bird has used the Somare name to make political mileage so it would be interesting to see how all these fans out.  Dulcie Somare is also running for the Angoram seat but not under Pangu. Pangu does not have a genuine chance of winning any ESP seat.

James Marape might be forced to camp in his own dysfunctional war torn town of Tari to form the next Govt as he his not welcome in ESP.

A week ago large quantity of military uniforms were confiscated at Komo Airport by security personals.  On Saturday a police officer and Marapes son flew in from POM and landed at Komo Airport again with K1.6million in cash with some Defence force uniform and drove up to Hela but were caught by security forces along their way to Tari.

The Police officer was belted up by other security personals and he's fighting for his life in ICU at Tari Hospital! Marapes son was in the police cell for two days and was released yesterday night at around 10pm. Other candidates in Tari also recovered extra ballot paper's and burn them in front of the police station yesterday.  Provincial treasurer for Hela Province was appointed as a polling official  and also the education advisor being appointed polling official.

Illegal meeting with all polling official from  Hela being conducted yesterday night at around 9pm in one of the guest house in Tari by Governor for Hela Philip Undialu and one of the participant recorded the video and did Whatapp to Potape and other rival candidate's and they're holding it as evidence here! So many evil practices are happening here but nature is always revealing out so let's wait and see,

PNG Defense Corporation with Israel is Significant for Indo-Pacific

DAVID KAWAGE BITNO

Papua New Guinea Defence Force (PNGDF) is the unified armed forces of PNG originating from the Australian army in 1973 before Independence and having its precursors in the Pacific Island Regiment. Today the PNGDF is a small force consisting of a Land Element, an Air Operations Element and a Maritime Operations Element. It is a joint force tasked with defending Papua New Guinea and its territories against external attack, as well as having secondary functions including national-building, internal security tasks, civil emergencies and humanitarian responses.

The current manpower of more than 3,600 defence personnel compares to a ratio of 1: 188 soldier against our neighbour Indonesia with almost a million soldiers of 675, 500. There are times when the military of both countries faced-off with each other with conflict upsurge in the borders. The size of the PNGDF is to be increased under the Defence White Paper 2013 to 5,000 personnel by 2017 then to 10,000 by 2030 subsequently upgrading the military command from Brigadier to Division.

The West Papuan Rebels who called themselves the Organise Papua Meredeka (OPM) an independent movement established since 1965 is one of the main issues in the border. The OPM often had skirmishes with the Indonesian forces that in an attempt to flee, the OPM often escaped into PNG territories that clogged the Indonesian forces from further advancing into PNG soil.

The rebels took advantage of the Treaty of Mutual Respect, Friendship and Cooperation signed in October 1986 by the foreign ministers of Indonesia and Papua New Guinea. Under the terms of this treaty the two countries agreed not to threaten or use force against one another and not to cooperate with others in hostile or unlawful acts against each other or allow their territory to be used by others for such purposes. Provision was made also for consultation and negotiation in the event of any dispute that obliged both forces not to infringe on the defence partnership and respect each other’s sovereignty.

PNGDF is one of the best combat teams in jungle warfare as attested to by Australian Defence Force (ADF) and New Zealand Defence Force (NZDF) in Exercise Wantok Warrior and Exercise Luluai respectively conducted by PNGDF. They were trained in jungle warfare and jungle survival skills by PNGDF in PNG to enable them to operate across the Pacific.

Deploying strategic military cooperation tactics in border patrols ever since PNG’s independence in 1975 have emboldened the courage and brevity despite its minute manpower. Australia and the USA, considering PNG as a buffer zone for Indonesia and lately Chinese incursion into the Indo-Pacific, have committed to intensify defence cooperation programs.  Australia and New Zealand had played a pivotal role in the formulation and implementation of the PNG Defence White Paper in 2013.

The Defence White Paper is a key policy document which provides the Government's vision for defence that sets out the Government's analysis of the country's security environment, both domestically and internationally, and is also an instrument of accountability. The Defence White Paper offers the direction and advancement of PNGDF in its endeavours to modernize in building its military capability and intervention programs.

Given the geo-strategic landscape, the Pacific is the hub of transnational crimes that has adversely impacted the growth and development of the Pacific nations and their placement in the global podium.

There is a need for greater involvement in military intelligence and capability in order to upscale national security operations in effective surveillance and espionage across the Indo-Pacific. Until 1988 separate intelligence sections existed within the PNGDF and the Department of Defence. These appeal to have had their own sources of intelligence, especially along the Irian Jaya border, and to have received information from Australia.

Israel is a new partner in PNG’s Defence Cooperation Program after a maiden visit in 2013 to Israel led by former Prime Minister Peter O’Neil. This was after the Somare Cabinet was reactivated and approved to establish a permanent diplomatic mission in Jerusalem. PNG and Israel formally entered into bilateral relations in 1978 but the relationship has been dormant for many years, in which Israel began to pay greater attention to Asia and the Pacific, little was done to enhance diplomatic ties.

Israel, one of the few democratic countries in the Middle-East, is a traditional ally of the USA. The US-Pacific mission ostensibly drives Israel to strengthen security and intelligence interventions in the Indo-Pacific. A strategic collaboration with PNG for greater America’s influence in Asia-Pacific aiming to shrink Chinese intrusion into the greater Pacific with Israel is invaluable.

Israel is rated as one of the top in the world in military operations. Israel's Sayeret Matkal is another of the world's most elite units and is rated the top of the 8 most elite forces in the world. Its primary purpose is intelligence gathering, and it often operates deep behind enemy lines. Israel is singled-out in the Middle-East as America’s true friend. The Anti-America sentiments in the Arab World is subsequently embedded in Israel.

Israel is a tiny nation  surrounded by the enemy Arab States, the antagonism is so enormous and palpable that puts Israel under extreme pressures that caused Israel to develop state of art military capabilities and innovative armed systems that makes them invincible in the Middle-East. Today, Israel is a high-tech superpower and one of the world’s top weapons exporters with approximately $6.5 billion in annual arms sales.

PNG sharing a common border with Indonesia, a country with the largest military personnel in South East Asia according to Global Firepower's latest rankings and the world largest Islamic populations has dwarfed PNG in military dynamism and PNG will never have a chance to stand against Indonesia in any future engagement. PNG-Indonesia bilateral relations of border cooperation acts as the main shield to maintain peace and security.

However, one cannot underrated the conceivable escalation of an armed conflict between OPM and Indonesian forces in a prolonged civil war declared as genocide by the UN Peace Council. A sporadic thwart to involve PNGDF in the future military stand-off between OPM and Indonesian army is imminent.

The looming threat contour and the volatility of the military landscape places Israel in an ideal position to boost and upturn parameters of defence partnership. The Israel military intervention programs with robust scaling for Israel’s involvement will better position PNGDF to suppress and improve border operations that will immensely curtail transnational crimes in the Indo-Pacific.

by A GOVERNMENT OFFICIAL IN TARI

The issue on PM denying on the 1.5m kina is a lie. James Marape is the biggest conman and liar in Papua New Guinea, He or Pangu chartered a Fokker 100 flight and and airlifted supporters to Tari. The first was the incident where uniforms were found in procession of travelling passengers.

It was in the news. The 1.5m kina incident is the second charter in which his son was on board the plane.

He was caught inside the airport tarmac and not outside as he stated. He is lying through his teeth. The other issue is why did Exxon Mobil allowing this charters to land in Komo airport as it is a private airport.

They only allow for emergency or the aircraft is providing some service orientated deliveries for national government or NGO.

ExxonMobil is been biased to Pangu to form the government so they allowed their airport ferry Pangu supporters to Tari and vote for Marape.

The tale of two knights

by
TAENG KA

The is the tale of PNG’s two newest Knights, or Sir’s as the Brits would have you say. It makes for a frighteningly intriguing tale of two MPs that hail from the same Province, Enga. One is the current governor for Enga, Sir Peter Ipatas, and the other is the current MP for Kompiam Ambum, in Enga Province. Both are long serving Members of Parliament. Both were knighted, same time, in 2022. Fascinating! This is probably where their similarity ends. So how did both become Knights? One is a true son of Enga, widely recognised in the country as the best Governor the country has ever seen. A truly remarkable and visionary leader who had the foresight to develop Enga’s intellectual capacity. He figured education held the key to the success of its people. His ideas are now being copied by other provinces, albeit a little too late. This is truly a tale of two contrasting people; one a leader that arguable deserves the knighthood more than any other person in PNG’s history, if service delivery and educating talent were the two yardsticks. He stands tall, far above any other.

The second Knight, in our story, is John Pundari/JP. If there is a person that does not deserve this title, then John Pundari has got to be that man. The nation’s only non- performing MP, absolutely nothing to show for in the 25 years he has been the district’s MP. So what has happened to all the money that is meant for the district in the 25 years? All goes back to him, widely acknowledged fact in the district.

So why hasn’t he been investigated and held accountable? Good question, maybe there is a reason, he never wants to lose the seat of KA. Can’t anyone have the balls to investigate the KA district books? Well, there is a reason why he wants to be always in government as a senior Minister. Now that he is a Sir, who can go after him? With the title of Sir, he is now above law. JP has figured it all out. The snake never sleeps. On this point of having held senior ministerial positions in the country. Does his name stand out for transforming and improving any of the state department under his ministerial charge? Nothing comes to mind. Has he been cited for pioneering any landmark legislation in Parliament? Not even close! So what was Sir JP knighted for? Idk, you have to ask the Queen of England.

We are now in 2022, the people of Kompiam Ambum have cast their votes or at least have tried to. JP has resorted to the same hijacking and rigging tactics since the first election he contested in 1992. This time more vehemently. Yes, and he wants the genuine Knight gone too. More freebies, vehicles, money, Kai2 for his goons, you name it. Maybe it’s because the stakes could not be higher. Toss Pogera gold in there too. Election rigging and hijacking are his expertise. One of this self-appointed ARO is alleged to have been shot dead for hijacking ballot boxes a few days ago. His other appointed ARO and RO have alleged to hijack about 6 ballot boxes.  The people of Kompiam Ambum are utterly fed up with this half-cast, destroying and depriving the people of any kind of free and fair election for the last 25 years. Wtf! The Electoral Commission of this country has utterly failed the people of Kompiam Ambum in the last 25 years. People are taking the law into their own hands; can we blame them? On JP’s defence, one could argue that the AROs/RO need not accept his bribe offers. True, but these are desperate people, and desperation leads people to do stupid things, and JP understands this. Every 5 years he turns up for election and offers huge sums of bribe money to get election officials to rig the election for him. Year after year they do this, yes and lives are lost, but this is the price these ARO/RO are willing to pay.

In 2022, JP engineered the same strategy. One ARO is allegedly dead, and others have gone into hiding before counting even starts. The Knight has gone into hiding himself (alleging pulling strings from some undisclosed location in Wapenamanda). Why am I writing this? Have I something against the JP? Not at all, I am doing well without Politics. But I am writing this because of two reasons, (besides the utter injustice inflicted on the people of a KA for the past 25 years):

1. Love of my people and the great province that is Enga. We speak one language; we are a truly unique people in this country of 8 million. United we can be the shining light for the rest of this country.

2. I see great hope in the province, when I see someone like the first term MP for Wabag Open, Dr. Lino. Dr. Lino is the essence of what Enga is about, and what a true leader ought to be. I want to see more Dr. Lino type MPs for Enga (and PNG), so that the rest of the country can be shown what is possible when a province is united under servant leadership.

I write because on the cusp of stepping into the promised land we have an Amalekite (present day Germany according to the book of Ruth) in the way of Joshua leading his people to freedom. I find the analogy absolutely riveting. One could say, Sir Ipatas the elderly stateman wants to pass the baton to Dr. Lino, depicting Moses about to pass the leadership to Joshua to take the children of Israel to the promised land, but have to contend with and overcome the Amalekites, in JP and co (who is a literal descendent of a modern- day Amalekite/German). This time the true Knight, with his student (Dr Lino), hold the key. Will they be victories, after wondering the wilderness of Arabia for 40 years and finally make it to the promised land? Or are we the people of Enga/and PNG allowed to endure another 5 years of weed clinking onto and chocking the tare. Will we see the fake knight take charge of the mighty province of Enga and plunge it into darkness like he did Kompiam Ambum or shall the true son of Enga, the true Knight Sir Ipatas come to the rescue of Enga? Soon we will have our answer.

Let the counting begin!

POLICE COMMISSIONER WITH A K6MILLION PAD

$

By: Jason Phillip

Police Commissioner David Manning bought a Mansion in the National Capital District worth over K6m purchased in 2020. Whilst average Policeman live in run-down houses and Police Barracks that are in dire need for maintenance, Commissioner Manning quietly bought this mansion from his lowly Public Servants salary. So it seems…

PNG Political Limelight is doing an investigation into this deal as we believe the Public Servants and the hard-working policemen in Papua New Guinea are asking the same question. Where did David Manning get the K6 million from?

When Manning was unlawfully appointed as Police Commissioner in late December 2020, https://postcourier.com.pg/mannings-appointment-as.../... he was promised a lot of things if he follows instructions from Marape and Bryan Kramer without asking questions. In return, Manning will be protected and his unlawful appointment will be played out in court. Keep his rape charges under wrapped and even hide all the evidence. Manning also gets a mansion for his wife Stephanie and also an apartment for his girlfriend Marissa so as to keep both Missus happy.

Manning’s role is to form an Investigative Team to go after all political opposition and try as much as possible to bring charges without real evidence. Most of those cases have been thrown out and some are still dragging on as the Police Prosecutor is finding hard to get real evidence to fight those cases.

But the most important role Manning plays is to turn a blind-eye on all Hela election rigging plus other Pangu candidates’ election rigging around the country. https://www.facebook.com/227315057734434/posts/pfbid02VNn87CtKUwV7Sm5BNo6AH3h76CGi4m4VH6qkRoPpRUhs9C1h4SaHq832cGtLVfAal/?d=n  Interfere with political opposition election like that of Peter O’Neill or his deputy in Milne Bay and also interfere in any other political party that aligns with the opposition such as the United Labour Party.

Manning’s incompetence in policing the election is on display for all to see. The decision to count electorates in remote areas away from town is thinning the police manpower and contributes to burning down of Naweab counting center and Markham counting centers. The Enga is also facing similar issues due to the incompetence of Commissioner Manning on providing the right security advice to Electoral Commission.

https://www.facebook.com/227315057734434/posts/pfbid03689CPEmHccVL4imcs2ohmvDNnud5JZHTzHkfwddhth1gg9KWz4T9m5n5xLDE1NeZl/?d=n

Manning has yet to provide full investigation report on many things including;

1. Peter Waing Murduer

2. Fred Konga Murder

3. Cocaine Bust in his backyard

4. Lohia Samuel Case

5. Late Sam Basil death

6. Tommy Baker gang case

7. And the list grows

But all those issues are pushed aside as the bigger prize of keeping his job and out of jail if the next Government formed is Pangu is too big a prize to lose aside from keeping his mistress and missus happy in their separate Mansion and Apartment.

If there is nothing to hide, why did PC Manning hire top expatriate lawyer Derek Wood, Partner at Ashurst Lawyers, to restrain local media from investigating and reporting on the purchase of his mansion in 2020?

ELECTIONS IN HELA FAILED

$

by
Francis Potape

former MP for Komo Magarima and Governor

Today Hela mourns the death of true, fair and democratic elections whilst the perpetrators

celebrate the fruits of their evil labour.

Feelings of despair and hopelessness grip the Hela land far and wide. Even those in the celebration circles know deep down in them that what had happened in the elections will remain a huge scar in the Province’s history.

Based on the conduct of elections in Hela in 2022 and in many parts of the Highlands region I honestly believe that democratic processes of elections are under seized by power hungry people. Hela people have witnessed a massive election fraud conducted province-wide jointly by certain candidates, electoral commission agents, senior public servants, warlords and gunmen.

“Democratic elections are under threat not by ordinary citizens but by those holding key

positions of protecting them. If this trend continues PNG will be a scary place.”

Elections in Hela Province have failed. Those who have been declared winners are the

masterminds of the fail elections. Their winning numbers do not reflect the true voice of the people. They are simply champions of election fraud. They should be ashamed of themselves as they are not worthy to be amongst people’s representatives.

No one has won the elections in a true spirit of democratic processes in Hela. They only stole

from those who would be true winners. I do not feel that I have lost either. It was just like a

Coup dressed up as a National General Elections.

A total of 107 candidates contested for various seats in Hela Province. Many contested for the first time and few contested for the last time. We have all experienced a terrible lesson where people throughout the breath and the width of the Province were not given their freedoms to exercise their constitutional rights to vote for leaders of their choice.

What is very disappointing is that certain candidates, senior public servants, election officials, warlords and gunmen collaborated to hijack polling in many areas. Every hijacking was pre-planned and well-staged knowing that security forces would be inadequate or will be directed to be in certain locations only.

All the hijacked boxes were taken to the counting centre as clean boxes. The Presiding officers were all appeared to be paid off and locked away. The scrutiny of the ballot boxes at the counting centres were done without the presiding officers presenting the Returns of their boxes. According to PNGEC agents, this is a new counting procedure sanctioned by the PNGEC throughout PNG. I am not sure whether this is truly the case. This tactic was deployed to prevent some honest POs from disputing their boxes which were hijacked. This tactic was devised as a clever way of protecting hijacked boxes by senior officers of PNGEC at Tari.

I totally reject the outcomes of this election and will take the matter to Court. This election was far worse than the 2017 one. For reasons only known to the Chief Electoral Commissioner he has reappointed the same people to be in charge of the elections as Returning Officers (ROs) and Assistant ROs and the results are far worse. I urge those with solid evidences to come forward and stand with me. The wrong must be corrected to safe guard the future.

In Hela, it appears that elections were pre-planned and conducted for certain candidates to win. Election officials were heavily compromised to that plan. The score lines can clearly prove my words. In Hela it is not so easy for one candidate to collect all the votes whilst rest gets zero or a small number. In many places Philip Undialu got all the votes whilst rest of us got nothing. It is not because of his leadership but rather, hijacking.

For example, for Koroba-Kopiago Open, the Returning officer, refused to comply with Chief

Electoral Commissioner’s directive for 12 Kopiago boxes to be counted. This is because the RO knows that votes in those boxes are mainly for Petrus Thomas, a PNC Party candidate. Since the election officials are compromised he refuses to count them without any valid reasons for disputing the boxes. This is a classic revelation of how corrupt and compromised the election

officials in Hela are.

One of the biggest things experienced in this election was Raining of Money to buy votes.

Almost K40-K50,000 was spent in each council ward in the province. According to many sources, candidates of a certain party spent around K40 million in Hela in total on Bribery alone. Hela people have been fooled big time. They brought the money because our team has tightened up many things except the polling booths where we expected each one of you to be in charge.

Throughout my campaign I have told the people the key projects I will initiate to trigger

profound changes for Hela. What you have heard from me remains my dream for this Province. I know that my opponent has no solid plan for this Province. For him and others is about how much they can make for themselves whilst in power.

The future of Hela looks dark, yet again. Why! The warlords, gun men, election officials and the elected leaders are now partners in crime. These forces will generate negative growth and more harm to our people. Guns will grow and lawlessness will flood the land. More and more peace loving people will migrate out in search of peace, employment, education and health services for their families. Savages and gunmen will roam the land whilst elected leaders operate on phone calls from Port Moresby, Australia, Fiji and Philippines.

Hela must be thankful many Godly forces were play to stop criminal minded people from

bringing in security uniforms, dirty money and deadly weapons into Hela. God was fighting our fight in cases where we could not. Some of us did our very best to mark ballot boxes and ensure ballot papers put in each box were consistent with the 2017 common roll figures. It was us that let ourselves down when we did not stand up for fair polling to take place in our respective polling booths. Evil will flourish when a good man does nothing.

The window of opportunity for real change is being hijacked and now gone. Many greater

forces were play for me not to win because of party politics. I believe in peace, law and order,

and respect for fellow man. I believe that Hela needs to change and be one of the striving

centres in PNG. It is for these and many other reasons that I contested for Hela Governorship.

I want to thank Hon. Peter O’neil and his Peoples National Congress Party for endorsing me. As your Party candidate I represented your leadership and party well in this election period. Hela people believe in PNC Party’s free education and health policies. I believe that SHP and Hela must remain as twin sisters as per the words of our brother Anderson Agiru. It is along his

words that I ran under PNC Party banner.

I am pleased all PNC Party candidates did well in Hela Province. We stood for peace and unity, even when the notion of peace, dries up in our mind. We brought no bloodshed, no damage to infrastructure and no harm to anyone. We are people’s leaders, not boys hungry for power.

I also thank the acting PPC, Mr Robin Bore and his PNGDF counterparts Major Nick Mariap and Major Joshua Dorphar, and all their men and women in uniforms for their outstanding work. They have been friendly and helpful in many instances. Our good working relationships diffused many tensions which would have easily erupted into law and order problems. Areme Timbuni.

I want to say thank you from the bottom of my heart to my supporters from Magarima, Komo-

Hulia, Tari-Pori and Koroba-Lake Kopiago Open Electorates. Many of you, mainly grassroots, stood tall with me. Many of you have contributed in cash and kind for leadership change for Hela Province. Your aspirations will be my strength.

Finally, let me say thank you to my election coordination team, scrutineers, and contributors. Together we did it. I urge you all to be strong and remain faithful to the course. I am not deterred by this theft of power through hijacking of democratic processes. We must increase in number, grow stronger in strength and wisdom, equally armed and more determined for the next round. God will bless each and every one of you and your families.

I Love You All. In our God Dadatagaliwape I rest our Case.

HOW THE “MARAPE CURSE” IS KILLING PNG

by
PAUL AMATIO

The “Marape Curse” is well and truly in effect in this country as we speak. Remember that when you sup with the devil, you should use a very long spoon.

Well, this guy invited the devil not only to the table but into the very kitchen itself. Marape’s words were very clear. He did not ask God to curse the people who are corrupt. He prayed for curses upon the corrupt. To me, when you pray for a curse, you a praying for Satanic intervention. And that looks like what we got. And to my mind, I do not believe for one second that Marape is as clean as he makes out to be.

I’m not a bible basher but I think someone should clarify this tiny little point. God does not bestow curses upon mankind. That is left to mankind. However if you pray and ask for a curse, then the Devil will oblige and he will expect and exact payment for doing you that “favor”. So just look around you.

In Marape’s own province, there are 16 deaths – election related – and yet we hear Commissioner Manning praising it as “peaceful”? Really Commissioner? So how many would be not peaceful?

And then there is the huge, deafening silence from the first person returned as an MP. Not one peep. No sir. It never happened.

And if we cross over the mountains to Porgera, there were another 12 or so. And for the rest of Enga? Hard lo countim. Nobody knows about SHP. There was a huge fight in Mendi town but outside? Rumor has it that a State of Emergency is being planned for Enga. Where’s the money for that coming from, the savings made in the NATEL? Huh! From there we head into NCD where violence has been sporadic since polling and finally erupted into a killing spree today at VC. The numbers are not out yet but the fact in and of itself is frightening enough.

People of PNG. Hear if you have ears, see if you have eyes and assess if you have brains, and feel if you have a spirit. Since time immemorial we always knew that there was a spiritual realm. No need for the Bible to tell you that. But the Bible says that your words – air – is powerful. Remember God “breathed” air into us to create our life. So what came out of Marape was words – air – calling for curse upon the corrupt. It would appear now that he himself is not free of corruption because he is the head of this nation and we are all suffering from the effects of his words. Because the head is cursed, the rest of us are also cursed. Therefore there is only one option. And that is – THE HEAD MUST BE REMOVED! For the curse to be broken.

As new MPs are elected into Parliament, they must remember that no matter what, they will be operating under a curse. The 10th parliament, following the mouthing of the curse, had so many sitting MPs die, it is not a joke. The elections for the 11th parliament is seeing so much death, chaos and mayhem throughout the country, it is no joke either. Why is all this happening? It is happening because Satan has decided to collect his payment for providing the curse that our Prime Minister asked and prayed and cried for! Our suffering is a symptom of us being used to pay for Marape’s debt to Satan.

GOVERNOR GENERAL REPEATING 2011

THE GOVERNOR GENERAL’S DECISION TO EXTEND TIME IS SIMILAR TO O'NEIL’S EXCUSE IN 2011 –

by Paul Amato

I am greatly alarmed at how many educated people seem to think it is fine for the Governor General to extend the time for counting to be completed when we are fast approaching the deadline for the Return of Writs on 29th July 2022. This is dangerous and reverses the excuses Peter O'Neil and Belden Namah took in 2011 to overthrow the then Somare Government.

If we truly are a law-abiding nation, then we must follow the rule and letter of the law at all times. We cannot keep coming up with excuses to break the law for convenience's sake. No other democratic country does that.

Two excellent discussions in PNG Think Tank #1 WhatsApp forum by former judge Mr. Luther Wenge, and former Chief Justice Sir Arnold Amet. Both are clear that the Constitution does not leave any room for argument or debate where it clearly sets the date for the Return of Writs. They both agree that the Constitution does not say what should happen if this does not happen.

So by obvious inference, the most logical conclusion would be that the elections must be filed if the majority required to form a quorum is not in parliament on that date. It is that clear and simple.

From both men, it is quite obvious that there are significant and glaring failures by the government and the Electoral Commissioner. This election has been marred by illegal acts since the issue of writs starting with the shortening of the election period. By law, it is 3 months, not 2 months. This was followed by others which Mr. Wenge says have been completed so we cannot deal with them now. What has not been completed and so can be dealt with is the Return of Writs on 29th July.

My layman’s view is that in the event we do not meet the required 75% quorum for parliament to meet on 29th July, then the Governor General has no choice but to declare the elections as failed. He cannot accept any excuses or reasons from the Electoral Commission because the timeframe is fixed. Also the provisions the EC is relying on are based on an Organic Law which is subsidiary to the Constitution.

Are our leaders now vying for election to the National Parliament as mandated leaders representing the people willing to allow this to continue? Are they in this race to represent the people and provide good leadership based on law or do they too want to circumvent the law for personal gain? If the latter then are they real leaders or opportunists?

I call on the Governor General to reconsider and review his decision to extend the time and revoke that decision immediately for the nation's greater good. In the long term, we are better off with the law than without. The approval he gave is a path to continued lawlessness for the sake of expediency and convenience and he must not go down that path.

Sir Governor General; please for the sake of this nation, revoke your decision and recall or nullify all writs issued if they are not returned by 29th July. Install a caretaker government and conduct new elections, this time by the law starting from the beginning.

6 Constitutional Sins of Electoral Commissioner Simon Sinai

$

by
A Concerned Papua New Guinean

Apart from 2022 being the worst election marred by unprecedented violence and i’ll-preparation, the Constitutional Office of the Electoral Commission committed some unforgivable constitutional blunders that throws the entire constitutional process into question. Election is the most important constitutional process that comes once every five years and the organisation mandated to deliver this process got it wrong right from the beginning.

Here are the most notable constitutional sins of the EC:

1.Appointment of ROs and AROs were left to the very last minute. There are actions like validating and updating common rolls that the RO is supposed to do before the elections. Since most of the electoral officials are appointed at the eve of elections, they are normally appointed six months before that to prepare them on how to competently manage the elections well. He left it too late and we’ve seen electoral officials undergoing training on the eve of voting.

2.Extension of Opening of Writs: the Writs were issued on 12 May and given the unexpected death of late Basil, the EC announced that there will be an extension to 26 May. The EC issued a Bulletin No. 18 of 2022 directing all his staff not to accept any nomination until after the 19 May. Under the law, time starts running from the date of issuance of writ and expires after 7 days, which in this case would be 19 May. 7 days is all the candidates have to nominate unless extended under section 177 of the Organic Law on Elections. There is no power under the Organic law or the Constitution for the EC or GG to freeze the time after writs are issued. GG, upon advice can only extend time. The EC appears to have thought that he had the authority to freeze the time hence gave instructions to his staff to delay nominations until 19 May. Upon the advice and pressure from state Lawyers, the EC was directed to properly extend time by way of National Gazette. In doing so, the EC issued a National Gazette under his own name - NG 387 dated 18 May 2022. However, section 177 of the Organic Law gives the authority to the GG to issue a Gazette, not the EC so that purported Gazette was invalid. So those who knew about this blunder frantically rushed to nominate on 19 May. It is understand a proper gazette was issued on 19 May by the GG to extend time to 26 May but we don’t know if it exists. If it doesn’t, it questions all other nominations after the 19 May. This was the biggest blunder that could have deprived the entire elections right from the get go and it still probably does.

3.EC not appointing the Election Advisory Committee. This is the important committee made up of normally independent expert individuals to advise the EC. They’re the only ones authorised by law whether to fail an Election under the Law. We’ve had Dean of Law School and two others used to be appointed. This important committee was not appointed so how is the EC failing elections in Markham and Kabwum in Morobe? Is it constitutionally valid to fail those elections and whose advise is he getting?

5.Removal of Section 153A Powers: Section 153A of the Organic Law gives specific power and authority to the Returning Officer to receive an objection, assess all the evidence and decide whether or not to admit into scrutiny a disputed box. The power is given to the RO (not the EC) because the RO is on the ground and is in the best place to make that decision. The EC simply doesn’t have the resources to independently verify the allegations. There is no appeal process to the EC. Subsection (4) makes in clear that the only way to review the decision of the RO is through the Court of Disputed Returns. On 19 May, it was reported in the National Newspaper that the EC had withdrawn the Section 153A powers. This has caused so much confusion and will create too many expensive election petition cases. In some cases, we’ve witnessed EC overriding RO decision. In some, RO make decision and conflict with EC. This has also added to the delays in the counting because the ROs have to suspend counting and wait for the EC to make decisions whether to set aside the disputed boxes. Knowing all the chaos it could cause, why did the EC really want to centralise the power of section 153A when election itself was delayed by 2 weeks from the date of the issuance of writ? There is a well founded theory that more power corrupts and more power corrupts absolutely. Is it not the case here?

6.Writ of Writs: the EC again was under the misapprehension that he had the authority to extend the date for the return of writs well beyond the 5th anniversary. The Constitution section 105, as explained in the advice by the State Solicitor to the Secretary for PM&NEC dated 27 July 2022 is very clear that the writs have to written on or before the date of the 5th Anniversary. This is yet again another biggest blunder. The Government formed must represent the will of the entire country and that will of the entire country is not determined by 40 MPs. It must be the majority of the 118 Seats and the EC has deprived this. This throws into question the constitutionality of the Government to be formed on August 5th.

The above are the worst failures of the Electoral Commissioner and some have called for a Commission of Inquiry. But we don’t need to have a COI to establish these facts. These are facts we all know. Now, what will the new Government do to this person who single handedly fxxxd up the 2022 elections. Think about the irreparable costs to individuals and the social stress that’s being caused to the society. Think about how many expensive election cases and the associated tensions that will be caused by election petitions like we’ve seen in SHP in 2017?.

I leave it all to the readers imaginations!

DAVID KAWAGE

So much has been left to be desired for PANGU's hasty election victories in HELA. Tari Pori, Komo Hulia, Magarima and HELA Regional. The highly contested question is; Is the United Resource Party Member elected Hon. William Bando triumph a genuine win for the Party? There are a lot of unanswered questions floating around. Why are 12 boxes disputed not counted? Why is the newly elected Member without even consulting his URP Party Leader William Duma suddenly moved into the PANGU camp?

Zooming down and widening the space surrounding these election victories in HELA, it is noticeable that the aim of Prime Minister James Marape is to form an immovable HELA team. Who is William Bando? MP Bando is the maiden Provincial Administrator for Hela and was instrumental in building HELA to where it is today. He is a household name and a big Kwila in Hela, if he loses, he has the potential to divide Hela and cause instability in Hela politics.

The win for Koroba Kopiago is undeniably for the official Pangu candidate Mr. Boppy Yupiyupi. He is a young intelligent lawyer and a vibrant leader. If the 12 disputed boxes are counted, Bobby is indisputable to come home as the victor. He humbly accepted the fake defeat because the decision descended from the highest echelon. Pangu used URP as a decoy in Hela. Why? If PANGU wins entire seats in Hela, it will be a clear rigging of elections in Hela. Immediately after the declaration of William Bando, he speedily fused with his Hela brothers in the Pangu camp.

Now let us shift from Hela to the Nation’s Capital. Hela is really desperate to beef up the Hela mobs in Pangu because loyalty and trust are rare commodities, especially in politics. Port Moresby North East is now led by a Tari (Hela). Mind you, in a metropolitan city like Port Moresby, no one wants to elect someone from an origin where attitude is a nightmare and horrendous, even an ethnic group that is not a dominant force in North East election histories. Andapanga (Tari) candidate currently leading in North East has left a lot to be desired.

Counting for North East has been suspended last night (28/07/22), an urgent petition by incumbent MP John Kaupa to count the 9 disputed boxes is now before the Electoral Commission to make a decision. John Kaupa the official Pangu candidate who became an MP and broke the Commonwealth Nations’ record of joining most political parties within a single term of Parliament was already tagged as a person who has chronic trust and loyalty issues. Pangu knows very well that he is a mere bad choice, again he is just another decoy. However, seeing the line-up of candidates from the top 10, most of those candidates are of Simbu origin of which John Kaupa is one of them. The prospect does not seem promising for the lone Tari. Therefore, it is pre-empted that the Returning Officer will surely receive a directive from the highest to count those boxes only to increase Pangu’s chances of winning a seat in North East.

Even for the NCD Governor seat, we should surely expect frequent interruptions and disruptions to the counting processes because PANGU has a particular interest. One of the most performing governors Hon. Powes Parkop, even a Prime Minister material is on the top vendetta list. Pangu’s ultimate aim is to take over NCD and the City Authority. What is so special about the National Capital District Commission (NCDC)? NCDC is a goldmine, corporate taxes are tunneled into NCDC coffers monthly in millions of Kina. The Governor is the last authority on NCDC financial affairs. Pangu targets to take over NCDC via its decoy tactics in order to flex its muscles to lobby for the PM seat in the ensuing days and weeks.

The beautiful people of PNG living and working in NCD never anticipated to surrender their ultimate and supreme power on the land in the wrong hands. We have already witnessed enough, that without political powers, lawlessness, land grabbing, chaos, threat, and intimidation is very tense and uncontrollable in the nation's capital. Armed them with political powers and we are all doomed. The city and the nation are praying for divine intervention and we hope for a change in the government and the city.

I don't support Peter O'Neil, any other political parties, and any elected individual to be the Prime Minister, let alone the people-mandated leaders choose.

However, it is seriously disgusting and so frustrating every time to see this Prime Minister always making the sweetest cargo cult empty promises after promises that he can't even deliver at all to any extent. Oh, alas! How shameful..What a total disgrace should common sense should prevail in any God-created human being fell.

Just this morning the Prime Minister tells the nation the prices of goods and services will be cheap in price reduction...For goodness sake, since when did that ever happen?.. When exactly will the government's announced plan just a few months before the election to reduce prices on basic goods and services ever be implemented? Literally, nothing to show for it. Are you out of your mind PMJM. Instead of any price drops, there were massive price increases on all goods and services within just two (2) months just after your announcement before the election and still continue to increase thus the silent suffering majority of us continue to suffer, an everyday reality. There is not a single sign of improvement because of the forex issue, inflation, Russia Ukraine War, and Covid 19 amongst many other contributing factors which we understand would take ample time to fix if appropriate workable policies are identified by leaders and implemented putting the nation and its people to heart than playing petty politics all the time.

Since your government closed down Porgera Mine, you made thousands and their families suffer from bad to worse, not to mention the contractors, spin-off projects, and stakeholders associated with the mine suffer also big time apart from the national revenue in tax loss..The next regain for LOs, EPG, and the govt if ever works will be after ten (10) years, not as soon as the mine resumes operation. Yet you continue to preach year after year, month after month that Porgera would resume. (Promise after promise after promise)..

Half of our Salaries and Wages have been forcefully taken by the government. We are paying 30-40% on income tax, probably the highest and worst crime ever committed against poor citizens of a nation in the world by a national government.

Our hospitals are out of drugs and much-needed medical equipment. Whilst you and your bunch of greedy corrupt politicians enjoy your peaks and privileges at ease, increased your Vice Ministers at the taxpayer's expenses. Our poor people are dying from curable diseases. Since when did you buy a Cancer Machine for PMGH, Lae Angau, and Mt Hagen hospitals? There are no CT scanning machines or other such machines in the hospitals.

Many parts of the country are still living in the dark with no basic services. Their roads and bridges are in no man's land while you continue to preach about your beautiful slogan "Take PNG to make it the richest black nation, not in the Pacific (which we are no way near) but to make it the richest black nation in the world, Oh, for heaven's sake)...

Your slogan "Take back PNG" will only work when you walk the talk to eradicate corruption at all levels including starting with yourself, your Ministers, and leaders which many you know very well protected at all costs.

Stop the bullshits. Just shut up and do what you want to do and tell us to show the concrete evidence. Already fed up with your sweetest cargo cult promises after promises. Enough is Enough. You borrowed too much in your short-term in office. No tangible developments.  Your slogan is only the sweetest Cargo cult, fairytale, legend, and sweet like big roaring thunder without rain

Porn, Killer & Crook: Pangu's mission to take back PNG

by MICHAEL PASSINGAN

Pangu's long mission to Take Back PNG started with this catch cry borrowed from Oro Governor Garry Juffa. James Marape had to find something to resonate with the people of PNG, he until recently was in the inner sanctum of the PNC-led government covering up and doing the dirty deeds for Peter O'Neill. Seeing that the country was not going anywhere to his liking and having the financial backing of three provincial governments (Enga, Southern Highlands, and Hela) he wrestled the powers off Peter O'Neill.

Remember it was not smooth and easy at first for him, he had to prove his worth, in the secret ballot that took place that night, Patrick Pruaitch and William Duma were the eventual winners, he never came close, they say in politics there is no permanent friend or permanent enemy, what does the Igiri man do? He crawls back to Crown Plaza begging the support for PNC, the kingmaker here is Michael Buku Nali who has since lost his Mendi Open Seat, Nali is rewarded with a cash-infested Works Ministry. Pruaitch kept his dignity even after he was stabbed in the back by James Marape.

Looking back not so far, Members were realising their mistakes in their earlier support for him. He did not have the number in the Laguna Camp to win the Prime Ministership, he had double-crossed Belden Namah, Patrick Pruiatch, and William Duma and walked away from the agreed deals that he had signed, often after praying over these deals with the Leaders he double-crossed. He lied to each one of the Laguna Camp Leaders and they worked him out to be a liar and a fake man, so he left in the middle of the night. He went to Peter O’Neill on his hands and knees and begged for O’Neill’s support to have the number to form a Government. Then when he had the number it was only a week before he double-crossed O’Neill.

Meanwhile, William Duma, on the other hand, is a political survivor so he is not worried about Marape becoming Prime Minister, there was a photo taken at the Government House during the swearing-in ceremony of Marap where Duma is seen giving the Judas kiss to Marape. Duma had a lot to lose after his fallout with O'Neill so he had to make the move to be in government, even at this stage swallowing a bitter pill and seeing his mate become Prime Minister that is okay, his URP has the standing within the coalition at that time as a major partner in government and they were rewarded with 3 key ministries.

Going into this election the choice of candidates for Pangu has been limitless, to win the coveted endorsement of the Party is seen as winning the lotto, I am sure all the candidates who stood for the party were vetted by James Marape himself, he as stated recently "I know how to make government and form numbers" so with that in mind and with the long time involved in vetting candidates who stood for the party, it is now coming to light there are many questionable characters that have been endorsed and some even winning in this year's Nationals elections.

Some examples are:

  • JIMMY MALADINA. (WINNER ESALA OPEN )The fraudster involved with NPF and the man with PNC's Peter O'Neill ransacked the National Provident Fund (MASFUND)
  • LOHIA SAMUEL, The sitting MP for Port Moresby North West, until recently this electorate was represented by Sir Mekere Morauta, the man who single-handedly saved PNG from the brink of financial disaster.
  • ANO (Incest) PALA, (WINNER, RIGO) who took over his son's wife, chasing out the son and taking over his wife marrying her and becoming the father to his grand-kid and now fostering a healthy relationship with his son's wife.
  • JIM SIMINTAB Pangu endorsed candidate for Wewak Open seat, and former MP, A man with very high sex drives and has a porn video made of himself and a girl who is old enough to be his granddaughter
  • JENNIFER RUDD, Pangu's endorsed candidate for Milne Bay Regional seat a porn actress.

Something else that is very troubling is that never before in the history of our Nation have we had a Prime Minister who has misused and exploited the devotion of our people to Christianity for politics as we have seen with this man. This Prime Minister constantly uses the name of our Lord to justify his positions and is expecting our people to blindly follow him. He uses his position in the Church of the Seventh Day Adventists, a very good and wholesome Church with a proud history in our Nation and around the world, to claim he has some kind of divine calling. But what the people do not know is that he has been sanctioned by the SDA Church in the past because of his personal conduct, and now with his new indiscretion he is at risk of ex-communication. We are all Christians, we observe our faith and respect our Lord, but we as Leaders should never use the name of our Lord or our Christian faith for political gain.

PNG's Debt to GDP is hovering over 60%, without Australia PNG would be declared bankrupt. Taxes are at their highest ever. In what was supposed to be the richest decades in PNG's history driven by the boom brought on by high commodity prices during Somare and O'Neill's regimes, GoPNG managed to get into massive debt courtesy of bad politicians. Marape being the key player as Finance Minister in both regimes and now as PM, he is responsible for the record debt. He is still orchestrating and increasing PNG's debt through loans and more loans. The sad thing is the 2022 national elections have failed and as always were rigged to protect the Pangu and its business model for PNG's incorrigible politicians and Australia and other development partners will be asked to finance the cesspool in Waigani.

PAPUA NEW GUINEA IS A FAILED STATE

by: NELSON WANDI

How can the government turn the blind eye to interrelated realms of judiciary, economy, and politics wallowed in the corruption mire?

Our government is running a failed state, and the government can not be pretending to live in a well-functioning state.

In a democracy, we would've thought that we would be getting better as we evolve democratically. But sadly, in sharp contrast, non-struggle to connect the dots with our more daily leadership tactics.

All time weak and bad policy of the PNG government emerged as criminals fighting for political powers to steal state resources, kill innocent people, and control the judiciary system, media, and all public institutions in the country.

From insecurity bedeviling and threatening our unity to abuse of the constitution, which is supposed to be a watchdog guarding our institutions.

We have mismanagement of the health care system, a weak judiciary, rigged law and order, a rigged electoral system to a rootless, and the mortgaged economy as well as human rights abuses spread across the entire country such as the unlawful arrest of the citizens, killings, and lawlessness prevalent in all corners of the provinces.

We have got a failed state, a state that is unable to perform the fundamental functions of the sovereign nation-state in the modern world system.

Government is unable to project authority over its institution's borders and people, and unable to protect its three dimensions of economy, judiciary, and political interests, on which the fundamental functions of the country largely depend.

The governing capacity of a failed state is attenuated such that it is unable to fulfill the administrative and organizational tasks required to control people and resources and can provide only minimal public services.

Its citizens no longer believe that their government is legitimate, and the state becomes illegitimate in the eyes of the international community.

A failed state is composed of feeble and flawed institutions. Often, the executive barely functions, while the legislature, judiciary, bureaucracy, and security personnel have lost their capacity and professional independence.

A failed state suffers from scumbling infrastructures, faltering utility supplies and educational and health facilities, and deteriorating basic human development indicators, such as infant mortality, and literacy rate. The failed state creates an environment of flourishing corruption and negative growth rates, where honest economic activity can not flourish.

The dynamics leading to and compounding state failure are many and varied, including tribal fighting, ethnic violence, genocide, and predatory government and bureaucratic behavior. Those government failures have come with very bad results disobeying the rule of laws that protect good governance.

A state failure comes in degrees and is often a function of both the collapse of state institutions and societal collapse. A strong state provides core guarantees to its citizens and others under its jurisdiction in the three interrelated realms of security, economics, and politics.

A failed state can not maintain a monopoly on the legitimate use of violence and minimize internal conflict. It can not implement or formulate public policies to effectively build infrastructure and deliver services or effective and equitable economic policies.

In addition, it can not provide for the representation and political empowerment of its citizens or protect civil liberties and fundamental human rights. Thus, state failure manifests itself when a state can no longer deliver physical security, a productive economic environment, and a stable political system for its people.

The total collapse of the state marks the final, extreme phase of state failure. Many bad stories about the malfunctioning of the state have reached the international community. Local citizens as the veritable key witnesses write down every daily criminal activity of the government.

Yet, local research and corrupt findings of the government demonstrate that country suffers from degrees of weakness.

Every branch of the government institutions is weak in performance accuracy, as laws regulating public services were terribly undermined through lack of watchdog.

Today, in the midst of forming a new leader of the country, a number of political parties were early into their respective camps in Port Moresby.

Most of the elected members of the parliament attached to certain parties are not fully aware of the status of our country. No one has even left to join the opposition camp for the purpose of check and balance.

Members of the parliament can not pretend to be more politically genius while filling the capacity of the political showroom. More and the highest number of coalition parties aiming for electing a prime minister are not sure that our country wallowed in corruption.

A failed state will have a high number of cabinets with no means of vision to form a new government, they're building the numbers to achieve their personal advantage in their lives, as they are not showing their interest in the malfunctioning of our sovereign nation-state.

With less number of cabinets in the opposition camp the people's choice heroes, are the change agents serving the interest of the people and are the severity pains of the wounding nation.

People's concerns about the current status of our failed state are behind the less number of representatives in the opposition while the packed crowd of cabinets on the government side are pursuing their interest in self-enrichment and governmental portfolios.

This is very bad ever, but sad to see how our government is exercising political power from such perspectives in the eyes of the international community.

THE FALL OF GAMATO AND THE RISE OF PLAYBOY SINAI

 by PNGBlogs Special Correspondent

In the 2017 Election Patilias, Gamato made an unpopular decision with regard to Section 175 1A)(b) which cost him numerous criticism and plunged his career into a downward spiral so rapidly that and eventually dumped Simon Sinai.

He made the first ever "special circumstances " declaration of William Powi as Governor of Southern Highlands due to the chaotic civil unrest, the burning down of the newly built million Kina National complex, and also the burning down of the Dash 8 aircraft.

William Powi was then declared as the Governor based on his lead in the first preference counts. The matter was immediately filed and tried in the court of disputed returns by three candidates trailing behind  Joe Kobol, Pr. Bernard Kaku and another I cannot recall.  Joe Kobol lost his fight but Pastor Benard Kaku's petition was successful in that on 24th August 2021, Judge Cannings ruled that Powi's win and the declaration were wrong and therefore a recount was ordered.

Unfortunately, Election 2022 caught up and the matter died naturally as fresh Election writs were issued.

Few PNGEC notable events that took place in 2017  were, David Wakias then  Election Manager for Southern Highlands was sidelined(by Gamato) for administrative fraud(theft of the Mendi Election Office Land cruiser s/wagon) as well as fraudulent cashing of 3rd party Election cheques amounting to 3 million kina from BSP Mendi

The vacant Mendi Election Manager's position became a tussle between Jacob Kurap (who was appointed by Gamato to replace Wakias ) and David Wakias himself.  This later forced Wakias to testify as a key witness for the petitioner Pr.Kaku against the Electoral Commission in the disputes filed separately by Kobol and Pastor Kaku.

In NCD around the same time NCD, Election Manager Terence Hetinu was arrested with K187,000.00 in cash which he claimed was given to him by Gamato to pay Moresby Northwest officials as camping and meal allowances for the one-day polling when officials went on strike at Hanuabada on the 27th June 2017.

The arrest was not affected due to the Election process not being completed and there was no complaint being lodged by a complainant as stated by Ben Turi then Metropolitan Superintendent.

However, events quickly complimented each other when Wakias was subsequently terminated twice by Gamato after the 2017 election as his first termination was reinstated by the court citing flaws which Gamato corrected and made sure this time Wakias was terminated properly in 2019.

A few months later this led to Wakias and a few other disgruntled, power-hungry EC officials in the likes of Aida Samson, Alwyn Jimmy, Peter Malaifeope, Margaret Vagi, Bura Maro, and Steven GORE including Simon Sinai whom Gamato had made his Deputy Commissioner Operations commenced talks to dethrone Gamato and install  Sinai in order to enrich themselves with Election 2022 funds and privileges. With Kobol eager to get rid of Gamato and Wakias fuming over his termination, Simon Sinai had the perfect tools on his hand now to oust Gamato who brought him(Sinai) down from Lae and gave him the Deputy Commissioner Operations position just like that.

A plot was hatched to get Gamato and Hetinu arrested and charged criminally for the unexplained monies held by the police at Boroko so that Gamato would be suspended and Simon Sinai takes over.

That however needed funds to make this happen as police will expect payment as the norm is for high profile cases and so Wakias from his Southern Highlands connections with candidates, linked Joe Kobol up who has a lot of money and is hell-bent on getting rid of Gamato for the Section 175 declaration earlier on Powi by Gamato and PRO Steven Gore. ( David Wakias had a fiery grudge against Gamato for his termination so he elected to become the mastermind  of the plot)

Kobol was told of the plan and he agreed to provide the funds for Wakias to be the complainant as planned and Wakias being an ex-policeman thru his connections linked up Detective Smith Morikia a crook cop who had no jurisdiction over high-profile cases ( and embroiled in NAC cases) swiftly took up the case and compiled complainant statements from Wakias who was in SHP in 2017 but made it looked like he was in NCD.

Joe Kobol who wanted to contest again in the 2022 Election was ready to see Gamato removed and Simon Sinai who was so obsessed with the position of EC, having sleepless nights and migraines agreed to chip in with fake claims to be paid to Detective Smith Morikia under one company owned by Smith Morikia's brother Alphonse Morikia, Lai Transport Services. PNGEC records will show that the company was paid huge cash amounts between 2019 and 2021. Even it was paid under Bouganville  Regional  By-election for not providing any services at all but authorized by power-hungry Sinai. The proceeds from this payment to Lai Transport earned Detective Morikia a grey Camry sedan bought from a recon car dealer at Chinatown, East Boroko as observed.

The arrest of Hetinu and Gamato was effected by Morikia in 2019 and soon enough as expected, prosecutors, and magistrates all pushed the matter to trial as money was placed into their pockets . Witnesses from the Electoral Commission in the likes of David Wakias, Alwyn Jimmy, Aida Samson, and numerous others were lured to give statements against Gamato and Hetinu and were lured with funds from Kobol and from Simon Sinai were enticed with the promise of promotions and money.

After his arrest, Gamato as expected was sidelined by the Marape-led government being briefed by Sinai through his tambu or unlawful like  Pila Ninigi and guess who came into power ahead of expected and experienced and potential candidates.  Simon Sinai.

Assuming his role as Acting Commissioner he went ahead with his evil plan to plunder PNGEC of its funds under dubious claims to pay dubious service providers so that he can get his cut.

Through David Wakias Sinai misled Kobol to believe that the Southern Highlands Governor seat will go to Kobol and Powi will be ousted. Kobol opened his cash chest wide and ensured that everyone involved in the prosecution of Gamato and Hetinu was properly compensated from police to witnesses and court officials. (Recorded audio recordings of phone conversations between Sinai, Morikia and Wakias were obtained to verify this)

Unfortunately in court Gamato being afraid of going to prison denied and betrayed innocent Hetinu that he gave the cash to Hetinu thus shifting the blame onto Hetinu who had a purported document from a candidate in his possession at the time of his arrest making it look like he got the cash from the candidate Michael Kandiu. (Kandiu later testified in court as a defense witness for Hetinu that he was never arrested by police, and that he never gave any cash to Hetinu or signed any documents)Gamato was saved the jail sentence as the judge ran a media trial and found Hetinu guilty on circumstantial evidence only however he couldn't save himself from the judgment made by NEC to drop him from being reappointed as Commissioner in favor of Sinai.

The plan to send Gamato to jail by Kobol Wakias and Sinai failed however his seat was now in Sinai's control.  Kobol must have thought this was his only opportunity to win the SHP seat with Sinai in power. Thomas Teine ( Manager Highlands)Alwyn Jimmy (retrenched), Margaret Vagi (Director Ops) and Peter Malaifeope (Manager Central), and Wakias were vying expectantly for the Deputy Commissioner Admin post.

Sinai couldn't agree on who to give the Deputy Commissioner Operations post as he was afraid the others might expose his corrupt schemes and dubious deals and so sadly PNGEC did not have a Deputy Commissioner Operations during the entire election 2022 period. A very critical and important position was assumed by Sinai so that he could control the entire Election at his disposal. To date, PNGEC has no Deputy Commissioner of Operations.

Sinai quickly dispatched Alwyn Jimmy as the new Election Manager and PRO for SHP. The fact of the matter is Alwyn Jimmy was already a retrenched officer who was illegally appointed by Sinai to head the Election in SHP. (his engagement may to this day be flawed with DPM.)

To please Kobol and make it look like they were with him, Jimmy was sent to SHP as Wakias could not be terminated and was also a controversial character. Jimmy was instead sent to give assurance to Kobol. Kobol must have spent millions on Sinai and Jimmy which Kobol knows during the polling period up to counting. What Kobol didn't realize was that Pangu was in control, not Sinai or Jimmy.  Thus the Section 175 declaration came in again and was made by Sinai with advice from Jimmy and obviously the ruling government.  Joe Kobol was betrayed by both Jimmy and Sinai.  Powi is with Marape and Sinai had to keep his job and Alwyn's.

Wakias on the other hand was terminated on serious grounds and could not be re-employed easily into the public service, Sinai appointed him as Assistant Election Manager WSP and put him on casual pay tucked away there in Sandaun province

Surely it is going to be redemption time for Kobol from Simon Sinai, David Wakias, and Alwyn Jimmy.

The truth about Sinai is that he lacks sound and collective management attributes.  He likes to please himself as the sole decision maker that produces a result whether it be good or bad. It can be weighed later. He is totally incompetent.  30% of his time he spent on strategies ( like installing CCTV in EC HQ) and countermeasures to target people he thinks are a threat to him by charging them and suspending or terminating well. . He is suffering from schizophrenia. Negative perception about his own officer's behavior and movements that might lead to his removal.

50 %; of his other time is spent on how much money he can swindle through dubious claims, payments, and conflict of interest dealings.  Only if the PNGEC books are audited independently then shall the truth be exposed about the use of millions of kina being misappropriated for other irrelevant activities thus starving important activities like Roll update, voter education, etc.

The last 30 % of his time is on his roles and responsibilities which he is incapable of and so he messed up Election 2022. He should be sidelined immediately and someone else more capable is appointed to run for By-election and prepare for the 2027 Election by use of biometrics and improvise the Electoral roll as early as possible.

Kobol can challenge the fact with records from DPM that Mr.Alwyn Jimmy is not the duly elected Election Manager and therefore all his decisions in SHP  are illegal. David Wakias a terminated officer for serious fraud and terminated administratively is again employed by Sinai.

All Sinai's decisions made in this election should be and must be tested in court to see if it holds weight. PNG will truly see a fair and free Election with Sinai removed otherwise the chaotic experience this year will double or triple in the next election.

TWO FACE PUNDARI, THE "KONE" HAS EMERGED

by TOM IROKON

JOHN PUNDARI HAS FINALLY EMERGED FROM THE STINKING SWAMP OF CORRUPTION FOR ALL TO SEE AND WHAT A MIGHTY PRESENCE HE HAS CREATED IN THOSE STINKING WATERS! No, the taxi service that recently put Pundari's name out on social media wasn't corrupt. What the taxi company represents is a conflict of interest that represents the tip of the iceberg in displaying John Pundari's private businesses. Private businesses, here, there, everywhere. However, did John Pundari find the time to serve his people? We review here the multiple corruptions of John Pundari, one of the most impressive sets of allegations we have ever come across at Niugini Outlook.

As background, Pundari is a high school dropout whose sly maneuvering led him to become Speaker of Parliament during the corrupt Bill Skate's time from 1997-1999. Even his first election to Parliament in 1992 was the result of a strong competitor's (Cornelius Kakale's) ballot box being hijacked from his voter's stronghold at Monokam and thrown into the Ambum River.
Even though during his time as Speaker Pundari acted as though he couldn't put up with Skate's poor ethics, Pundari bounced around different political parties over all this time, managing to get sacked twice by then PM Mekere Morauta for carrying out actions that destabilized his government.
Pundari is a showman like most successful PNG politicians, with more than ample puppy tears to shed on demand in front of his electorate. He puts on an act of being a person of high personal character in ethics while scheming behind the scenes to build up his business empire. The taxi business again is a small indicator of how much time John Pundari must spend while being paid as a public servant to run his numerous private businesses, which includes a hotel at 17 miles outside of Port Moresby that only stays in business because of government-funded meetings. In his Kompiam/Ambum electorate, he has the reputation as a local Kickback King. He encourages local groups to write project proposals to submit to him for DSIP funding but only awards the grand prizes to recipients willing to pay him a behind-the-scenes kickback upon receipt of the public funds. He is known to purchase vehicles using public funds which are then provided with private license tags and given over to local political cronies, who then use them as formal PMVs.
The list goes on and on (see http://www.pngblogs.com/…/john-pundari-deception-behind-mas…) and the allegations have been reported in sufficient detail to be fairly convincing. Pundari's scams to make money for his private pocket seem to span the available options that corrupt MPs often get involved with in PNG. This includes owning local businesses that he then gives contracts. After he was elected for his first term as MP in 1992, he started up a building construction company called South Pacific Builders. This was managed by his maternal uncle (Lucas) and brother-in-law (Teo) to hide true ownership. Building project contracts continue to be awarded to South Pacific Builders providing yet another nice source of hidden income for John Pundari.
More recently Pundari has ventured into earthmoving enterprise and why not since the people want roads, Peter O'Neill wants roads, and John Pundari is of course, now a loyal member of the PNC. All road contracts in his electorate are now given to his road building company managed by John Yongamen. Apparently, it's not enough for John Pundari and their cronies to get public money for their private businesses. Pundari's earthmoving equipment tends to clock in 10-12 hours (6 am to 6pm) on any given day in the public service, and the government is given the bill. To give another example of the incredible waste of taxpayers' money in Pundari's electorate, in 2011 he committed public funds to build two parallel roads leading to an abandoned rural sawmill station. The station known as Kaipores happens to be the MP's home place which is passed through on the existing road to Kompiam. The MP built two extra roads parallel to the existing one while leaving the original, much older road to remain poorly maintained in most sections except for the part that passes through his home territory.
Not too surprisingly, the two roads built in 2012 do not pass through any population centers or resource bases where the road development could be justified. The roads are however being built on lands belonging to strong supporters of the MP and is cutting through remaining tribal reserve forests and burial grounds (see https://mangtariwantok.blogspot.se/…/hon-john-Pundari-good-…).
In 2013 he threatened to court the Post Courier for reporting (a rare investigative report) alleging that the Minister diverted K5 million kina to build the Kunap River Bridge to a company that he owned (but again, masked the ownership through cronies). As far as we know, no court case ever was followed through as Pundari promised.
Pundari, the mixed-race alleged son of a white missionary, preaches goodness and honesty while behind the scenes performing like the devil himself in moving as much public money as possible into his personal pocket. He has the electorate's SDA church corrupted right into his loyalty club by providing them with construction grants and other goodies. God knows that Pundari is only following the same strategy for corrupting the churches that Peter O'Neill employs, with particular success with the Lutheran Church of Morobe Province.
Recently, Pious Pundari accused 2 other ministers of corruption. over a 2016 trip to the international climate change conference in Paris where he got himself photographed with mega entrepreneur Richard Branson, founder of Virgin Airways. Pundari accused Minister for Planning Charles Abel and Minister for Forests Douglas Tomuriesa of going missing after the first day or two of meetings in Paris and thus misusing public money. This is similar to what happened during a government junket to the United States to pick up the infamous King James Bible. MPs Loujaya Toni Kousa, SHP governor William Powi, and Parliament Speaker Theo Zurenuoc all went at public expense to the USA but the only MP seen in any pictures showing the Bible's handover is Zurenuoc who despite his supposed Christian ways, never exposed the MIA status of Loujaya and Powi. We certainly have heard the repeated rumors of Douglas Tomuriesa following a long tradition of Forestry Ministers (Michael Ogio, Patrick Pruaith, Beldon Namah amongst others) of completely corrupting themselves handing out logging concessions in return for under-the-table payoffs. But maybe in Paris, all he and Abel were doing was sightseeing off public funds?
But back to Pundari, we must not lose sight of John Pundari because his own shady actions go on and on. His Department of Environment and Conservation (DEC) changed to the Conservation and Environmental Protection Agency (CEPA), which is alleged to have been established to assist a mafia-style network to suck up public money under the management of former Environment & Conservation Secretary Wari Iamo, indisputably the most corrupt official that DEC has ever hosted. Current Secretary Gunther Joku, brother of the infamous West Papuan Franzalbert Joku who had his own lengthy time milking government funds into his personal pocket, is a collaborator with Dr Wari Iamo, along with their Australian friend and strategist Andrew Taplin. More than K3 million was budgeted for the DEC to CEPA transition, now how could it cost this much and where did the money disappear to? Minister Pundari should know. The money was raised internally by transferring money from one account to another, especially from the funds allocated under developmental (PIP) budgets, projects undertaken through joint-bilateral agreements like Kokoda Track Initiatives and Coral Triangle Initiatives (CTI), and further purged from the recurrent budgets. Minister Pundari signed off on all this.
This money was systematically (without detection) diverted in 2011 The money went into the pockets of fly-in fly-out consultancy services from Australia, including a few PNG friends.
One might say that Pundari is an unknowing dupe of the CEPA scam. The problem is that Pundari himself continues to make decisions that favor pollution and foreign companies' destruction of the environment and in return for what?
But the suspicious activities don't stop there. For many years, residents of Port Moresby visited the Department of Environment and Conservation Moitaka Wildlife Sanctuary located at the end of Jackson's International Aiport runways. Then in 2016 a very strange development occurred with this Sanctuary. A subsidiary of the environmentally destroying Chinese-Malaysian logging giant Rimbunan Hijau (RH) called "Dynasty Development Ltd" was given a contract to "redevelop" the Moitaka Sanctuary land. People smelt a rat immediately with this because virtually nothing was mentioned about wildlife, it was all about building office accommodation and "staff home" development There was mention about a "land swap" as part of the agreement but no details given. It was noted that Moitaka Sanctuary was under the care of the Conservation and Environment Protection Authority. Managing Director Gunther Joku said the Heads of Agreement is consistent with the Authority’s intention to redevelop the Wildlife Sanctuary land.
Although EM-TV covered the event, the audio track for the news clip has mysteriously 'disappeared' (see https://wn.com/moitaka), something we have never experienced before with an EM-TV clip. However, the accompanying written text explains enough of the deal to seriously doubt that wildlife were at the heart of this decision. The odd inclusion of Governor-General Michael Ogio, an old friend of RH dating back to his days as Forestry Minister, in the signing of the agreement raises eyebrows. All the evidence suggests a classic Port Moresby land grab similar to the grabbing of another government gazetted and protected area for tourism, Paga Hill
Kicksbacks, anyone? Gunther Joku and John Pundari don't come out smelling very nice from this widlife sanctuary destruction escapade! And of course, we don't call it the Moitaka Wildlife Sanctuary housing project. Instead it's called the Duran Farm housing project, which probably does well at not drawing too much attention to what was destroyed and by what government Ministry.
So much, so much that creates a bad smell around John Pundari, "protector of PNG's environment". Let's add some other issues to the mix:
Why has John Pundari as Environment Minister favoured the Chinese Ramu Nickel mine and its continued pollution into Astrolabe Bay?
What has Pundari favoured the construction of the Pacific Marine Industrial zone set of 10 Chinese canneries constructed and run by the Chinese which is certain to destroy the world class scenic Madang Lagoon?
Why did John Pundari approve two foreign companies [Millionplus Corporation and Islands Forest Resources] to log in Konoagil area of New Ireland illegally, with Pundari granting the environmental licenses.
All this spoiling of God's green earth and blue waters for the sake of Asian companies and environmental destruction. The unanswered question is what does John Pundari get in exchange for making decisions that are 180 degrees opposite of what one would expect from an Environment and Conservation Minister?
Richard Branson of course would have known none of John Pundari's wide ranging and deep corruption, nor disrespect for the environment when he smilingly posed with Pundari for the photo shot. If he only knew, he would probably want to vomit.
