Prime Minister Peter O’Neill’s shady business dealings are heating up as he seeks to hide his massive money-laundering operations and legitimise his wealth.

The latest news from within his Remington group is that he is reviving his satellite communications business, which was a gold mine from inflated Government contract s before he sold it to Digicel a couple of years ago.

Remington has registered two new business names for the satellite subsidiary, B2B Solutions and S2S Solutions, and operations are soon to begin.

His former business, Remington Communications, was secretly sold to Digicel in mid-2013 for between K30 million and K40 million.

The sale to Digicel, is highly suspicious. O’Neill was making a fortune out of the business from fake and/or inflated contracts with Government departments.

For example shortly after he was appointed Treasury and Finance Minister by the Somare Regime in mid-2010, O’Neill secretly ordered the Finance Department to purchase more than 100 satellite dishes, worth a total of approximately K5 million, from Remington Communications.

They were to be installed at Vulupindi Haus and provincial treasuries (at separate cost of several million kina) and operated on a fixed contract. However the system never worked and all the taxpayers’ money spent on it was wasted.

And Peter O’Neill got away with millions.

Digicel quickly discovered that Remington Communications was really not worth a toea, and closed it down after only three years of ownership.

Either Digicel was not prepared to enter into the dirty deals that O’Neill masterminded, or it was not capable of running a satellite business.

But O’Neill, the master of the corrupt contract, knows the value of doing business with his corrupt Government – hence the rebirth of the Remington satellite subsidiary.

One fruitful avenue of new business is through existing Remington contracts in other sectors. For example the Remington IT, Wildcat Developments and SouthWest Air subsidiaries were given corrupt contracts related to the Ok Tedi copper mine immediately after O’Neill nationalised it  in 2013.

Now O’Neill is washing the proceeds of those contracts by selling WildCat and SW Air to his favourite laundryman, Sir Theo Constantinou, in September.

Another potential source of corrupt riches is the proposed start-up of the state-owned DataCo broadband backbone telecommunications network, which will require satellite links in most areas of the country outside the main centres.

DataCo, of course is a State-owned Enterprise, and as such is wide open to corruption. Like all SOEs it will be used as a bottomless pit of cash by O’Neill and his cronies.

O’Neill has already got the inside running on fake and inflated contracts, political donations, bribes and all the rest of his bag of corruption tricks.

At least one director – Kili Richard Tambua – will be on his side. Tambua is one of O’Neill’s Pangia wantoks, and was planted in PNGBC while O’Neill was in charge and robbing the place into bankruptcy.

The rest of the directors are the usual grab-bag of  cronies, time-servers, opportunists and nonentities.

DataCo seems to have been developed with one purpose in mind – to make Peter O’Neill even richer than he already is.

STATE PRISONER RUNNING EASTERN HIGHLANDS PROVINCIAL ADMINISTRATION

The situation in Goroka at the Provincial Capital (Yanepa Haus) is very frightening. The incumbent Provincial Administrator is a state prisoner by virtue of his arrest and bail and is allowed to continue to occupy public office disbursing funds using the section 32 powers ( delegated powers from the secretary of finance who is the custodian of public funds and in doing so as a " not fit and proper person" and awarding contracts  through the Provincial Supply and tenders Board whilst the people of EH continues to suffer,

He is squandering public funds to remain in office using the courts ( through a restraining order, which ousted the former acting Provincial Administrator in Feb 2016) and siphoning peoples money through his dubious contractors and then collecting the same at the exit point to pay for his legal and bribery expenses to remain in office.
The lawyers from Niuage Lawyers, law firm are making huge money out from the peoples purse and the nine MPs from the province don't dare to question whats going on. Eastern Highlands is creating history in PNG and the world to allow a crook to continue to occupy public office,

It also appears that the lady Governor has abandoned her fight for her much talked about "transparency and accountability approach" and gone into bed with the Mafia Monster that runs the provincial administration in Goroka.
No newspapers want to run news articles because of possible contempt because there is an existing court order which is still holding the crook PA in office and it would appear that the lady Governor has compromised with the devil and is working with him to run the province into the election 2017.

This scenario emanated when the State Prosecutor using his powers under section 526 of the criminal code decided to refer him to stand trial in the National Court. The arraignment of Mr. Solomon Tato, the incumbent Provincial Administrator was conducted on the 22nd July 2016 at the National Court in Goroka and the court posted him a K 5,000.00 bail. The serious question that remains begging to be answered by the relevant authorities in Waigani and the nine members of Parliament from the Province is simple” Why is a person seriously implicated on a criminal case and is on court bail of K5,000.00 is allowed to occupy a public office as the Provincial Administrator. Why a person with questionable background is is allowed to sign requisition utilizing the section 32 financial powers and chairing Provincial Supply and Tenders Board Meetings and awarding contracts to his corrupt cronies who are funding his fight to remain in office.

This is history in the making for a public office holder to be seriously implicated, charged by the courts through and ex officio indictment rendering him as a state prisoner and not fit and proper person but allowed to occupy a public office and continue to disburse public funds.

This is absurd and some drastic actions needs to be done by both Treasury and Finance to put a stop to this non sense where public funds meant for the 600,000 + people of Eastern Highlands is being allowed to be squandered in broad day light and relevant authorities together with elected leaders of the province have turned a blind eye on this very serious problem.

The defiant actions of the incumbent Provincial Authority is seriously undermining the established rules and regulations covering the conduct of Public Servants through the Public Service Management Act and the regulations and the Leadership code on duties and responsibilities of leaders. The office of the Provincial Administrator is also subject to the Ombudsman Commissions leadership code and it is very sad that even the Ombudsman Commission is very silent on this serious matter.

The incumbent Provincial Administrator has demonstrated that he is not accountable to either the Public Service General Orders and the Public Service regulations and including the leadership code as it related to the conduct of leaders and this action alone will see the emergence of a dangerous precedent being set here in the Eastern Highlands with these serious behavior of public servants and called on relevant state agencies to sort this problem for the good of the public service generally and the rule of law. In the interest of state and the people of EH, relavant authorities need to do something quickly



Post Courier peddling influence for sitting MPs in early campaign column aimed at affecting 2017 Elections

The Post Courier newspaper is creating an avenue for early campaign though its newly established column, Scan Your MP.

I believe this column published every Tuesdays and Thursdays is a paid newspaper supplement run as an advert.

However, in my view Scan Your MP is indirectly in breach of the Organic Law on National & Local Level Government Elections.

This organic law prohibits candidates and their agents including the mainstream media from taking part in early campaign until the Governor General officially issues the writs. Then the campaign period starts thereafter. 

However, Post Courier is creating a forum for sitting MPs, most of whom have money, to coerce the mindsets of the voters and impose undue influence on them as early as possible.

What if an MP featured on this column has not delivered in practical terms some of those so-called services he professes on the media to have delivered using the DSIP funds?

I am raising this warning as my MP who was featured recently in this column misled us by including some of the projects which he did not delivered. 

It is common knowledge that the power of media cannot be underestimated. As such, Post Courier has already infused some degree of undue influence over the mindsets of the eligible voters and common people.

The principle question the paper is asking to scan the MPs is this. Why should you be voted in again in 2017 National elections?

This fundamental question should not be asked by Post Courier with a profit motive. Post Courier instead should have asked the people this question. What have this particular MP done for you?

Post Courier should have conducted a vox pop asking a cross section of people from across every electorate and province to scan their MPs by way of investigative reporting detailing the expenditure of every toea of DSIP and PSIP funds.

So far Post Courier ran several stories for sitting MPs such as Francis Awesa, William Powi, Robert Ganim, Douglas Tomuriesa, Nixon Duban, and others.

Can the Electoral Commission and the Office of the Registrar of Political Parties & Candidates shed some light and clarify if the action of Post Courier is in breach of the relevant laws which prohibit early campaign and undue influence on voters.

NEW IRELAND PROVINCIAL GOVERNMENT UNDER SPOTLIGHT OVER MISSING K2.7 MILLION

Blatant misuse of public funds totaling over K2.7 million by the New Ireland Provincial Administration in 2014 has not gone down well with the Auditor- General’s Office.

The annual audit report on the accounts of the New Ireland Provincial Government for the year ending 31 December, 2014 has seen K2,749,989.00 misused and completely breached certain provisions of the Public Finances (Management) Act.

PNG Auditor-General Philip Nauga in a recent letter to the Governor, Sir Julius Chan, dated July 08, 2016 in highlighting the audit report called for immediate investigation into the misapplication and misuse of the public monies.

The auditor’s report which was submitted to the Minister for Inter-Government Relations with copies to the Minister for Finance and the Chairman of the National Economic and Fiscal Commission highlighted several discrepancies incurred by the New Ireland Provincial Administration.
According to the auditor general’s report the following has been uncovered:


  • Payment of twenty-four (24) outstanding claims in respect of the 2012 PNG Games totaling K75,745 were not supported with duly examined and certified payment documents except for manual invoice/statement and verification letters from managers and CEOs;
  • Consultants engaged and attached to the Autonomy Secretariat & Commerce are paid a total of K72,000 (K36,000 per person) as monthly consultancy fees tax-free. Similarly a Planning Consultant was also engaged and paid on a fortnightly basis or an annual salary of K1,314,000. The Auditor General was not provided evidence to suggest that the engagement of the consultants were duly sanctioned and approved by the appropriate authorities such as the Consultancy Steering Committee of the Department of Personnel Management.
  • The Retrenchment/Retirement Benefits Calculation Forms for two (2) retrenched employees of the Provincial Government who were paid their final entitlements totaling K138,787.00 were neither signed nor stamped by a competent authority from the Department of Personnel Management to authenticate the legitimacy and validity of the payouts. The Auditor General further noted that the retrenched employees were still on the Payroll Register or Pay No. 26/2014;
  • The lump sum payments of cash advances to officers ranged from K11,375 to K200,000. The Auditor General observed however, serious lack of proper monitoring and recovery exercise on the management of cash advances resulting in an un-acquitted amounts totaling K1,325,202 (K1.3 million) as at 31 December, 2014.


Mr Nauga said the findings of the audit report raises significant concern, adding that:

  •  The New Ireland Provincial Government did not maintain proper accounts and records and has consequently breached section 68(1) of the Public Finances (Management) Act 1995; and
  • The receipts and payments and investment of moneys and the acquisition and disposal of assets during the period covered by the financial statements have not been in accordance with the Public Finances (Management) Act, 1995 and Organic Law on Provincial Governments and Local Level Governments.

PAYBACK AGAINST JULIUS CHAN - ANOTHER MEMBER OF THE OPPOSITION SHAMED BY THE PETER O'NEILL GOVERNMENT

There is a very old PNG game that our MPs have played for many years. It involves one corrupt pollie calling another corrupt pollie corrupt without thinking. Then the pollie being accused shoots back and proclaims that the pollie who accused them is the corrupt one. They are also telling the truth. Suddenly both of them realise that the same shoe fits them both and if either one of them spills any more information about the bad things the other fellow did, the whole house of deception is likely to collapse and all the stories might come out. Then they both suffer.
Suddenly all goes silent and the people of PNG remain in the dark. Just like the pollies want.
We're wondering whether the same game has been played in the PNG sewers of power over the past few months. When Somare and Chan so strongly left the O'Neill government, the Prime Minister had some cutting words to give in reply. We've always heard that the PM is not above getting payback against those who cross him, but using exceptionally sneaky tricks.
Somare comes out against O'Neill before the Vote of No Confidence and went to the side of the opposition.
Then a couple months later, when it was reported in the Singapore newspapers about the secret Michael Somare account holding illegal kickback money from a PNG government contract given to a Chinese telecommunications company, it was none other than Peter O'Neill who made sure that PNG online media got the story, complete with Peter O'Neill's comments about Michael Somare's corruption.
Michael Somare was destroyed. He limped back briefly with an apology to the people, but without actually addressing the black and white facts of around a million kina of kickback money being in a Michael Somare Singapore bank account. We have not heard from him since.
Julius Chan comes out against O'Neill before the Vote of No Confidence and comes out on the side of the government. Then he comes out with a declaration of autonomy.
Guess what intriguing information came out today that smacks the always corrupt Sir Julius Chan right across the face. It comes from the Auditor General. Understand that these days the Auditor General is given so little annual budget money by the O'Neill government that it has no ability anymore to audit the accounts of most government departments. In fact, the Auditor General hasn't had that ability ever since Peter O'Neill came to office. The Auditor General has no resources to audit more than a tiny handful of DSIP accounts to uncover what is going on behind our backs.
Yet, the Auditor General has somehow managed to find the resources to audit the New Ireland government's accounts. Not the accounts for 2015 but for 2014. What they found was K2.7 million in what they say is blatent theft. When once considers that Peter O'Neill personally signed off a letter of authorisation to pay Paul Paraka over K70 million, K2.7 million sounds like peanuts. Of course, even K2 kina of public funds stolen by those put in trust of those funds should result in expulsion or prison. We believe that sincerely.
The news came out today even though Sir Julius Chan was alerted to the findings on July 8, 2016. Everyone kept quiet about it, on all sides. Isn't that interesting, being that we are talking about the handling of public funds by public officials. It should be the citiizens of PNG right to know about these kinds of things immediately. Why keep it secret
By keeping things like this secret, it allows the information to be used to play little power games behind the scenes. For example, someone could have told Sir J that the information would not become public so long as he didn't say anything more to embarrass the O'Neill government.
Of course, the declaration of New Ireland autonomy is not exactly something that would have brought a smile to Pete O'Neill's face.
Did Sir J's attempts to stir up trouble cause the other shoe to drop with the revealing of the corruption of the New Ireland government's accounts? Or was it his recent autobiography that falsely paints this long known scumbag always out to serve his personal interests over that of the public as a hero of PNG?
We fully expect Sir Julius to be humiliated and silenced the same way Sir Michael has been. Thus does the members of the Opposition find themselves destroyed, one by one. Coincidence or a concerted effort by a government that can manipulate the flow of government information however it wants to achieve payback against political enemies.

PRIME MINISTER'S HYPOCRISY AND DISHONESTY EXPOSED GLOBALLY AT APEC

The recent front-page stories on Prime Minister Peter O’Neill “confronting” facebook’s Mark Zuckerberg do more than highlight the ethical failings of the Post-Courier and the National.

They also highlight the hypocrisy and dishonesty of Mr O’Neill himself.

The Prime Minister complains about Facebook as being “disruptive”, and its content “misleading and incorrect”, “misinformation and malicious lies.”

The problem for Mr O’Neill is that he himself is one of the worst offenders on Facebook.

He has been caught lying on Facebook innumerable times. Worse, he actually pays Facebook to propagate his lies.

The Prime Minister’s Office is so distrusted by the public and social media that it has now been forced to use “sponsored” posts – a type of post where Facebook is paid to propagate the post much more widely than would otherwise be the case.

These posts (see the accompanying sample) are advertising, not genuine posts.

In any case most of the people who read Mr O’Neill’s Facebook posts usually call them out for the lies and deceit that they are.

The only media outlets that use his material uncritically are the Post-Courier and the National, many of whose journalists are bribed by the PM and his spin doctors.

The Post-Courier these days is little more than a PNC propaganda sheet, a fact highlighted by its series on sitting MPs.

This series is a scandal, and constitutes early campaigning by those featured, despite the claims to the contrary by the O’Neill Regime’s puppet Electoral Commissioner, Patilias Gamato.

It is in breach of media ethics or the worst kind, and underscores the moral poverty of the Post-Courier’s management and journalists.

PNG Blogs is aware of claims around town that much of the material is supplied to the Post-Courier by Government spin doctors and the MPs concerned, and that money changes hands with various journalists.

The Post-Courier is an extreme example of what is known as the Post-Truth World, as recently described by blogger Martyn Namorong.

The Post-Truth World is exemplified by politicians’ use of lies, deceit and emotion-charged populist appeals, usually accompanied by bribery and other forms of corruption.

PNG has been in a Post-Truth World for many years. It may be a world leader in this new form of political corruption, just as it is a world leader in other forms of corruption under Mr O’Neill, one of the most corrupt leaders in the world.

Namorong is a courageous independent voice for good against evil – one of the few in the country – and a clever and intelligent analyst of public affairs. The whole sorry APEC saga also clearly demonstrates the Prime Minister’s hypocrisy and deceit.

He has spent more than K3 billion on APEC so far, with more to come. Yet APEC’s sole purpose is to promote a free trade and globalisation agenda that Mr O’Neill states is extremely harmful to small economies such as Papua New Guinea.

He is spending this enormous amount of money on a program and policies that he and his Trade Minister Richard Maru criticise as counter-productive at a time when his corruption and wasteful, reckless policies have destroyed the national economy and government finances.

In doing so he is placing APEC and its damaging policies ahead of funding for ordinary Papua New Guineans who are dying for lack of health care, the next generation of leaders who are being deprived of an education because schools, public servants who are not being paid, retirees who are being robbed of compulsory State superannuation contributions, children who are starving in the streets, victims of natural disasters who are being denied emergency assistance …

So on the one hand the Prime Minister is funding the APEC agenda of free trade and globalisation and on the other he describes this agenda as against the national interest.

After attending the recent APEC meeting in Peru, Mr O’Neill said: ““Sentiments being expressed by people all around the world today are that globalisation is not necessarily beneficial for everyone.

“As a result of that, many of the most vulnerable people have been affected by some of the arrangements and agreements that we have put in place over the years.

“Yes, there has been growth, but there have also been people affected by the loss of jobs and income, and many small businesses and micro businesses have not been able to be competitive when larger multi-nationals come into their markets,” stated the PM.

He said this is particularly the case in emerging economies, as well as for some of the developed economies.

“Despite some structural reforms that have been underway in our respective economies, and how we manage our state owned enterprises, these issues continue to linger.”

In other words the Prime Minister is saying APEC is a waste of time and money.

So people can only assume that the real reason he is spending K3 billion during an economic and financial crisis of his own creation is for self-aggrandizement and political advantage, helped along by the Post-Courier and the National.

What is the real cost of road construction in Papua New Guinea?

I am sure many Papua New Guineans are asking this very question right now, reason being that there are too many over inflated, over costed and over variated and unnecessary extra costs pinned to road construction here in PNG.
Even the national works department staff and engineers and other private engineers have raised their concerns over this issue and the question remains as to; What is the true cost of road construction in PNG.
A per kilometre road of;
1. Pilot track (Rural)
2. Gravelled road
3. Sealed bitumen
4. Sealed hot mix bitumen
5. Concrete road
Many roads constructed using different road contractors have different costs per km in fact it is so confusing that not body really knows what the real costs of constructing a km of road using different construction material in Papua New Guinea.
My enquiries have gathered me some information in regards to road construction using concrete as I can compare the Lae concrete road construction against the Wau Concrete road construction initiated by my district authority board the BDDA.
In Wau it has costed the BDDA,  K800.00 Per Cubic Meter or  K1.3m per kilometre and we use the same thickness of .200mm and same reinforcement steel as Lae Concrete roads incl. transportation costs of cement bales from Lae Halla Cement factory to Wau.
I have confirmed with Lae DOW that it costs K10m per km to construct 1 km of road and my calculations are as follows;
8m (road width) x 1000m ( per km) x .200mm (thickness of concrete) = 1600 cubic meter / K10,000,000.00 = K6250.00 cost per cubic meter.
In Lae it is costing the DoW a whooping K6,250.00 per cubic meter or  K10,000,000.00 per km with 20 solar lamp posts at the cost of K9,000.00 per lamp post at K180,000.00 plus drainage to consume at least K1m off at the K10m.
This will leave at least K9m with at least a K6 to K4m as clear profit after material purchase and construction expenses.
Now if I can build a kilometre of concrete road in Bulolo District at the cost of K1.3m per kilometre (without street lamps)
The contractor makes his profit and walks away happy also taking into account the costs of transportation from Lae into Wau town.
The difference of constructing concrete roads between Lae and Wau per kilometre stands at K8.7m a big difference.
So to build a km of concrete roads in Lae will cost K8.7m more than to build a road in remote Wau of Morobe Province, does that make sense at all? Hell no!
What the heck is going on here?
Where is the PNG Institute of engineers? Mr President Ila Mari who now works for the ADB holding this position.
What has the PNG Institute got to say about this daylight robbery? The ministers the contractors and the Department of Works Secretary are collaborating and scheming off the tax payers monies.
If the real cost is established in Wau then with monies spent so far in Lae concrete roads by now we would have achieve 10 times more concrete roads then what we see now.
A commission of enquiry will be set up by Pangu Pati when in power we will get the ICAC bill through and use its powers to investigate all those over inflated road contracts all the way into the functions of CSTB.
Ministers and department secretaries who have build their wealth and assets overnight without any evidence of where about their incomes comes from will be dealt with accordingly.
All anti-graft agencies has been silenced by this government its high time now that the Elites of Papua New Guinea must speak up now.
You owe it to us to be our watch dog and it's non other than the PNG Institute of Engineers, Mr President Ila Mari for goodness sake please speak up !
Your silence is helping corruption robbing this country dry.

PNG: more to Australia than just another point on a star

Australia hasn’t noticed the cracks appearing in the government of its closest neighbour and biggest aid recipient, and that’s dangerous.

When Tony Abbott was trying to steer the conversation away from Bronwyn Bishop, he called a press conference to argue that the Northern Territory should become our seventh state. With desperate times bringing desperate measures, the Prime Minister canvassed the idea of altering his beloved flag.

"If the Commonwealth star was to be a seven-pointed star rather than a six-pointed star, that's hardly a massive change," said the Prime Minister, explaining how the territory could be represented alongside the six federated states.

One problem with the Prime Minister's attempt at national distraction was that the big star beneath the Union Jack already has seven points. It's been that way for more than a century, since 1908, when the six states made room for the territory of Papua.

The bigger problem that Abbott unwittingly exposed runs much deeper than ignorance about his flag. He demonstrated that what is now the proudly independent nation of Papua New Guinea has been expunged not only from our sphere of moral and strategic responsibility, but also from our memory. And that's a dangerous thing to do to our closest neighbour and biggest aid recipient.
It was only in December that Foreign Minister Julie Bishop was worrying about how PNG would cope with the "huge revenues" that would soon be flooding in from resource projects. Last week, however, the PNG Treasury admitted that those rivers of revenue have not arrived.

The country's GDP is growing faster than that of any other country, at more than 11 per cent, with vast natural gas reserves coming on stream.  But falling resource prices and myriad other problems mean its budget deficit is on track to double to 9.4 per cent of GDP this year, according to the PNG Treasury's mid-year update.
"This is a frightening document," said Paul Flanagan, a former Australian Treasury official who's now an independent expert on PNG government finances at the Australian National University.

Flanagan, with his analysis of how the PNG government has no choice but to slash spending, struck a political nerve. And so did I, when I reported Flanagan's analysis and made the comparison with Greece. If the huge resources revenues have failed to materialise, and there are no more public assets left to plunder, what will happen to PNG's vast patronage system?

PNG Prime Minister Peter O'Neill issued a statement to say both Flanagan and I were deliberately spreading "misinformation". He reportedly went further in an interview, saying I was "spearheading the attack" on PNG as part of a "vendetta" to avenge my father, Ross Garnaut, who he'd previously barred from entering the country.

The Prime Minister is usually less colourful, but more effective, when directing his attacks at members of PNG officialdom and civil society who are still fighting to preserve what is left of their country's governing institutions.

One reason why the six colonies on the Australian continent first came together to talk about federation, in 1883, was that they wanted to push the French and Germans out of the South Pacific. Right up into the 1960s there were serious discussions about making the territory of Papua New Guinea Australia's seventh state, but the idea could not be reconciled with the White Australia policy and heavily protected labour market.

In the 1970s Port Moresby was home to a generation of civic-minded Australians, including my parents, who were working with bright local graduates to reconcile modern democratic institutions – particularly the rule of law – with 850 tribes that each spoke a different language. But much of this shared history, geography and responsibility disappeared from the Australian national consciousness after PNG achieved its independence in 1975.

If the huge resources revenues have failed to materialise, and there are no more public assets left to plunder, what will happen to PNG's vast patronage system?

Occasionally our leaders rediscover geography and launch a costly intervention to save a failing state. Mostly, however, to the extent that they think of the South Pacific at all, it is as a holding pen for unwanted refugees.

My father continued to make a contribution, including by chairing the unexpectedly profitable Ok Tedi mine and PNG Sustainable Development Program, which BHP Billiton had bequeathed on trust to the people of PNG. O'Neill banned him from the country in November 2012 after taking issue with his public comments.

In July 2013 O'Neill agreed with Kevin Rudd to massively expand the Manus Island detention centre. Two months later, in September, he passed legislation to expropriate what was then the country's most profitable mine and its second-largest development program, although he's had great trouble getting past the formidable new chairman, Mekere Morauta, to gain control of $US1.4 billion in long-term development funds.

When American political scientist Francis Fukuyama arrived in PNG a few years ago he "began to wonder how any society had ever made the transition from a tribal to a state-level society". Conversely, he wrote in the introduction to his recent tome, The Origins of Political Order, that what he saw in PNG also prompted him to ask "why seemingly modern systems often reverted" to primitive roots.

So far, Australia has managed to get by with leaders who revert to tribalism by showering patronage upon favourites, preferring transactions over principles, and wrapping themselves in the national flag without a thought for what it represents. Our core institutions, as Bronwyn Bishop belatedly discovered, are stronger than individuals.

PNG has not been so lucky. Its 8 million citizens need their southern neighbours to stand with them to reinforce the national institutions that earlier generations on both sides of the Torres Strait worked so hard to build.

Larger implications of smaller things: A PUBLIC BODY THAT CITIZENS KNOW NEXT TO NOTHING ABOUT. People in Australia would be in an uproar if any Australian government kept so much government information secret the way PNG does. The government news releases speak matter of factly about this or that government decision or action as if all the citizens know what they're talking about. In fact, those who write the news releases know very well that hardly anyone who reads the stories will actually understand what it all means, much less what is purposely being left out of the stories. The lack of transparency to its own citizens has always symbolised the governments of PNG but it has gotten far worse over the years and as transparency has collapsed, corruption has increased.

Most of what is contained in the attached posting should be public information. You have to dig to find all of it. This is sad and it explains why there is so much rumour around. There aren't enough facts to fill up the space so people start reading between the lines and what they assume may or might not be true.

The Gaming Board was just as corrupt under the Somare government and in fact there wasn't even an active governing body for years. Michael Somare may not have been so corrupt as O'Neill but as is well known to all who worked under him, he was an incompetent manager and allowed things to get out of control time and time again.

This is what was recently posted on Voices of PNG: As Garry Juffa has recently described with regard to a church project in Oro Province, there is always a politician waiting in the wings to steal community development type funds. The Gaming Foundation money has similarly been compromised and corrupted.

National Gaming Control Board has funded PNC Candidates in the 2012 National Elections.
Funds were directly deposited into PNC official candidates and pro-candidates some now Mps and others that never won their election.

Evidences so far suggest that many now serving Mps will be charged criminally including candidates that have lost both pro and official.

Funds were obtained using community, district and provincial development funds targeting specific projects but ended up being deposited into PNC's candidates accounts.

Out at Waigani, behind the new National Conference Centre, a large residential village of 50 or so duplexes is being built by the little known foreign company Jaya & Berjaya Construction (PNG) Ltd. 
 Jaya & Berjaya is owned by Malaysian tycoon, politician and illegal logger Huang Tiong Sii, who in his many years of doing business here has made many valuable friends and contacts in high places. None comes higher than the Prime Minister, Peter O’Neill, and that is probably why Tiong has given him four of the duplexes, a total of eight town houses, to use as his own. 

O’Neill recently visited the development to look over his gift, which is a valuable addition to his large and ill-gotten real estate portfolio, and expressed his satisfaction and gratitude to Tiong. The townhouses are valued at a minimum of K1 million each, so the total value of the gift to O’Neill could be as high as K8 million. 

It is not known whether O’Neill intends to take the rent from the houses or to sell them and keep the proceeds. The Prime Minister has substantial real estate interests in PNG and Australia (on the Gold Coast and in Sydney where the properties are in other people’s names) and he was recently looking to buy penthouses in New York. Huang Tiong Sii is well known in Malyasia as a criminal warlord and politician who has family and business connections to Rimbunan Hijau and other illegal loggers. He is also a money-launderer through companies in the Cayman Islands. 

He has substantial logging interests in PNG, including SABLs, which is believed to be the reason for his generosity towards the Prime Minister (in the same way Tiong was generous to former Prime Minister Michael Somare). O’Neill has repeatedly promised in recent years to cancel all SABLs. He told Parliament in 2013: “We will no longer watch on as foreign owned companies come in and con our landowners, chop down our forests and then take the proceeds offshore”.

But O’Neill has too much to gain from loggers like Tiong and Rimbunan Hijau, especially with his 2017 election campaign already under way and demand for cash to bribe the Electoral Commission, the Royal Papua New Guinea Constabulary, other candidates, voters, criminal gangs, the mainstream media and so on. Tiong’s tactics in Malaysia (mainly Sarawak) are similar to those used by O’Neill – including bribery of politicians, police and other government officials on a vast scale, and intimidation and physical violence against landowners. They make a good partnership, with many interests and activities in common.

Is Don Polye the Saviour of our country

As a civil engineer, in the portfolio of Minister for Works/Transport, (that he held for more than eight years) is where Polye had his chance to shine for his people and Papua New Guinean the vibrancy of his leadership.

However, to many he was rather disappointing. It’s been mooted, that he “…failed to address the deteriorating condition of the transport system…” when he had the portfolio. Certainly, despite many years with copious amounts of money, he’s also failed to build the Wasa Bridge in Kandep many believed of what he preached would bee the longest and the biggest bridge in the country. Polye is a cunning politician. 

He speaks bullshits and make people live in fantasy. In is own electorate of Kandep he promised Winja in his Marrieent LLG as Paradise, Kokas his mother’s place as small America, and wasa bridge to be a floading bridge.

He is a big mouth for nothing. I think he is only a talker, riding on his confidence all along. Numerous opportunities have went begging for him for anything like prime ministers’ job. He may win the Kandep seat again in 2017 but he will never be a prime minister. 

He is among the rest of the government MPs flowing by the tide and not standing up and standing against the tide as matter of principles and good governance. He as been a minister all of his time in parliament but there is no one particular national project in PNG that stands out in his name. 

Look at the leaders by their achievements like Sir Mekere, known for reforming the economy, Ben Allan Micah known for his leadership in Privitasation, Sir Julius is known for the ‘hard kina’ policy, Engans like Jeffery Balakau, late Tindiwi and Peter Ipatas known being champions of free education and so on. What has he delivered after holding those countless ministers for year's? Well sadly nothing but unfilled promises. 

He promised the people of PNG on Jeepney production – nothing so far He promised the people of PNG on railway linkages – nothing so far He romissed Highlands Highway expansion - nothing so far ; just has amounted to nothing (but only about unnecessary claims that causes so much of hi-cups) He promised Central province to Morobe/Highlands road connection – nothing so far His attempts on two national budgets so far as the Finance minister and treasurer only resulted in huge debts and deficits. The economy under his management is story enough to tell about his competencies.

HOSTING THE PEOPLE'S RIGHTS TO RELIABLE ELECTRICTY HOSTAGE - BRIBE DEMANDER WILLIAM DUMA

Remember how he lost the Mining & Petroleum portfolio not all that long ago. William was misbehaving, of course! Now he's at it again. Always wanting to be a king in PNG's corrupt mafia, Mal Smith would have a heart attack if he knew what his old political party soulmate has been up to, what?

Minister Duma must have been motivated to fall into the ethical pit toilet again when he learnt how effective one of the Somares was at getting the Chinese ZTE Telecommunications company to pay a bribe of more than USD $784,000 into Michael Somare's very own secret Singapore Bank Account. That's a government owned company just like SinoHydro, who Minister Duma approached for a bribe. No, SinoHydro didn't offer a bribe to William Duma, it was the other way around and let Minister Duma DARE try to blame SinoHydro for this one!

Minister Duma wanted much more than USD $784,000 from SinoHydro. Not only that, he wanted a mistress, paid for and secretly provided by SinoHydro. Why couldn't Duma arrange his own mistress with the bribe money he was hoping for? Obviously it was either because he didn't want his wife or his rellies poking around his finances and finding out he was paying the mistress directly. Either that or William Duma has such an ugly face that any woman he was hoping to become his mistress would turn and run away? We have no idea what the answer it, but something fishy is going on with the mistress business and William Duma.

Simply because William Duma wasn't asking for a small bribe, but a very large one: USD $10 million, or over K30 million. That could have bought a lot of mistresses for William Duma, heh? But what was the huge favour that Duma was going to give SinoHydro in exchange for over K30 million?

Very simple. William Duma was going to do nothing but what he is paid as a Minister and public servant to do. In exchange for the bribe and the mistress, William Duma was going to submit SinoHydro's plan to the NEC for approval so that the desperately, very badly needed Ramu 2 hydro expansion construction project could get going. If he's not paid the bribe and the mistress, he said he wasn't going to do his ministerial job and SinoHydro could go stuff it.

Naturally, William Duma doesn't give a damn whether the people of Momase and the highlands have reliable power at last from Ramu 2. In fact, none of our pollies care about the ridiculously unreliable power that the people of PNG have to put up with. Remember last year when Ben Micah as SOE Minister declared a state of emergency last year for PNG Power, supposedly so he could mostly so he could give South Korea's Daewoo Company, who privately supplies 2 generator's worth of power to Port Moresby for an outrageous price, an emergency license to build a power generating plant outside of Lae in exchange for a bribe. Now we have William Duma holding Ramu 2 hydro expansion project hostage so he can get a mistress and either money for his own overseas bank account in dribs and drabs or (probably more likely), a "campaign donation" that he can milk any way he wants but also very well aware that not everyone in his Hagen electorate wants to carry his fat body on their shoulders any more in a bizarre form of idol worship.

Maybe William Duma got his sneaky idea from both Micah and Somare and blended parts of both scams to come up with his very own William Duma scam against the Chinese. Mr Duma might be reminded that ZTE Corporation itself did not do a corrupt kickback to the Somares. Instead it was a rogue Pacific islands manager in the company who did it. Maybe Duma knows that and was looking for a rogue manager of SinoChina to do his bidding.

What William Duma may not know is that despite its high level corruption, the Chinese government imposes the death penalty for serious corruption offences. What Chinese would risk losing their life because they gave a baboon by the likes of William Duma a K30 million bribe and a mistress?

We have to be sympathetic to our Prime Minister on this occasion. He has had nothing but trouble with electricity generation deals since he took office. First was the shady LR Group of Israel, the company who Peter O'Neill made a shady deal to buy what at first was stated to be used GE generators from Israel, but ended up being new GE generators shipped straight from the United States. All priced much higher than if the PNG government had bought the generators directly. Remember all that? Then the LR Group tried very unsuccessfully to take over all of PNG's power and promised the moon with a giant hydro project in Southern Highlands. Much to Peter O'Neill's embarassment, it was revealed in PNG Blogs that LR Group has virtually no capacity at all to undertake such projects. Instead, it was advertising on the internet for short term experts who could be employed by LR long enough to build the hydro project. No takers? The project died away and LR Group turned back to growing high priced cabbages in greenhouses for various politicians who are milking the profits as provincial businesses and using the money to satisfy their various evil desires.

The GE generator in Lae, last we heard, still isn't working. What a head pain our Prime Minister must have had already and now he knows that William Duma has been misbehaving again, and obstructing the giant Ramu 2 Hydro expansion all for a mistress plus Chain.

William Duma, straighten up and stop pretending to be a Christian. Start thinking about the people who are long overdue to receive reliable power and try as best you can to overcome your apparently boundless greed.

WHO IS DORA LU? A CHINESE MISTRESS CONTROLLING STATE MINISTERS AND DEPARTMENT HEADS

PNGBLOGS last night broke a story on its website about a Chinese Mistress who has been returning sexual favours with two very senior government ministers in the O'Neill government as well as two very top  public servants in order to fast track payments back to Chinese companies she acted for.

Who is Ru (Dora) Lu?

Dora Lu is a 36 year old Chinese Mistress, she started her career as a Mistress in Shanghai and then moved on to Brisbane, Australia. She played a key role in comforting Ministers of State and Department heads from Papua New Guinea involved in the Petroleum and other key sectors.

She acts as an agent to lot of Chinese companies who are involved in Multi-Billion kina projects in Papua New Guinea.

PNG Blogs also ran another story yesterday which exposed William Duma seeking bribe payments from a Chinese Energy company. Dora Lu is negotiating the payment schedule with Minister William Duma  and Gary Hersey. Negotiations started in POM with Ken Yapane, moved to Singapore and came back to POM. Dora resides on the 14th Floor of the Stanley Hotel. She is the  agent and go between for SinoHydro. Aided by her lover, Treasury Secretary Dairi Vele to the secure State Guarantee for the project that has no obvious market or customers.

While she was in Sydney last week she arranged with Karl Yalo to meet the PM in Port Moresby to arrange to displace contractors for APEC House in Port Moresby witj CAMCE, a Chinese construction conglomerate.

One time Human Rights Lawyer cum Politician and NCD Governor Powes Parkop is the latest politician to fall prey to a seemingly increasing tide of targeted sexual attacks on PNG politicians, CEOs and heads of government by foreign interests using the lure of sex and corrupt money.

Word on the street is that Powes Parkop is now estranged from his wife of many years Jean Parkop and is now involved with a number of women in extra marital affairs, including his Yoga Instructor Fazila Bazari.

Fazila Bazari is one of those increasing numbers of foreign women who have been targeting PNG politicians with sex in exchange for favors, including money and lucrative contracts for themselves or the foreign interests they represent.

This latest trend which has been in existence for sometime but has been exposed in recent times is a real danger and threat to PNG's national security as leaders compromise national interests in exchange for personal sexual and monetary favors.

The person at the top of the list and leading the current crop of PNG politicians down this slippery slope of moral degradation and decay is none other than Prime Minister Peter O'Neill himself. With a long list of mistresses and "wives", Peter O'Neill can be likened to a modern day King Solomon who had more than 1,000 wives and concubines.

Now that Governor Powes Parkop has fallen victim to this latest wave of sexual attacks on PNG politicians with a wrecked home and marriage, can he be trusted to continue being the Governor of NCD? Is he still a "fit and proper" person to occupy this high and esteemed office?

The same question can be asked about his now estranged wife Jean Parkop who is vying and campaigning to replace the outstanding and outspoken Oro Governor Hon Gary Juffa. Does she have what it takes to lead the people of Oro and PNG the same way Governor Juffa has done? Is she a "fit and proper person" now that she is suffering from the effects of a failed marriage?

Money, Sex and Power are a potent mix and it seems many PNG Politicians and CEOs have fallen victims to these vices. Only time will reveal who are the real men and women that have stood firm against these temptations.

POWES PARKOP .... THE EMERGING BILL COSBY OF MOSBI?

PART 1, THE BILL COSBY STORY
Around the world, corruption fighters committed to bringing down corrupt leaders and public figures learnt some very valuable lessons this past year.   Specifically they learnt how relentlessly without conscience corrupt leaders lie to protect themselves.  After that they learnt how courts of public opinion in today’s world can break through all those deceptions and reveal the holy, sweet truth about these scoundrels.
The case study was that of American television star Bill Cosby.   For decades, Cosby was role model to kids and parents alike through his television personality, that of a kindly and ethical father figure.   Everyone, black and white, in America, Australia, and other countries where the Cosby show appeared, grew to deeply admire the man.
This is not to say the picture was perfect.  Now and again there were some accusations that Bill Cosby had forced himself onto women in a very unsaintly way.  Did anyone believe?   Very few.   Only those with a critical eye or who didn’t accept stories on the face of the matter until they dug deeper for the truth gave the stories some attention and didn’t dismiss them outright.   Nearly everyone acted just like blind sheep, believing that Bill Cosby was a good man, nearly a saint, and always to be believed.   They ridiculed the women who came up with such stories, calling them gold diggers.  Strange, because in one court case, Cosby paid off the accuser to drop the case.   Why would an innocent man do that?   Cosby said it was because he wanted to end the foolish and baseless accusations.  That’s odd.  People who are truly innocent usually roar like a lion and come out fighting mad when they are accused of a falsehood.  
None of that mattered cuz everyone knew Bill Cosby could do no wrong.   Da Man continued to shine throughout the world, raking in millions by acting, writing and commanding high speaking fees.  
The illusion was not to last, even for Bill Cosby if the saying is true that “the truth always comes out in the end.”  The fall of Da Man occurred in a way that shows just how many of us are blind supporters of leaders we don’t even know personally, and how much mud we would have on our faces if the real truth could ever come out.
The story that Bill Cosby might be a sexual predator reappeared in October 2014 when a black comedian by the name of Hannibal Buress made reference in a cynical way to Cosby’s secret sexual misbehaviour in one of his comedy standup routines.  This was on youtube video and it started to go viral as millions of people for the first time learnt about the allegations.
Bill Cosby of course, stayed silent for the longest time, saying nothing and continuing to rake in his millions, still being much admired and filling up lecture halls by people willing to pay to hear his words of wisdom on how to live in a saintly way.     However many supporters, especially well known people who had known him for years, spoke out strongly in his defence and called the allegations false, irresponsible, defamatory, and downright evil.
Who was on the side of evil?  The issue became cloudy as new women began to come forward, telling of how Bill Cosby had come to their apartments, hotel rooms, or homes, and lured them into drinking something in which he had put drugs in to put them to sleep.   They then awoke, usually to find themselves naked and Cosby still present, acting like nothing had happened and everything was consensual.
As the number of women accusing him of rape and sexual aggression came forward, Cosby himself was forced to speak out in his defence, nearly always through his lawyer although he has declared at different times,"I don't talk about it" and "people shouldn't have to go through that and shouldn't answer to innuendos".   He created the image of a now elderly man hurt and confused about so many false allegations all of a sudden, and not wanting to lower himself by speaking directly about the stories. 
Where do we stand today with the Bill Cosby allegations?  At least 50 women have now come forward and told their stories of Bill Cosby forcing himself on them sexually.    While some of the incidents supposedly occurred more than 40 years ago, others are more recent.  The police, which had always declined to investigate any allegations against Cosby, finally were able to secure the secret testimony he had given years ago at the civil court case he had been able to have withdrawn by buying off the accuser.   In that testimony came the bombshell revelation in which he admitted under oath, at giving women drugs in order to bed them, but that it was consensual.  For the first time, from the mouth of Bill Cosby himself, came information that corresponded exactly with the methods that the 50 women had said Bill Cosby had used.   None of them knew about the secret testimony.  Suddenly the allegations started being looked at very seriously by millions of Americans and others around the world.  Bill Cosby’s star began to fall. 
On 30 December 2015, Cosby was charged with sexual assault and a warrant for his arrest was issued. Cosby was arraigned and on 24 May 2016, a judge ruled that there was enough evidence for the case to go to trial. Cosby remains free on $1 million bail until his trial. Each charge carries a possible 10 year sentence.  Trial is scheduled to start on 4 June 2017.  No public figures are talking out about Bill Cosby’s innocence now.
     
PART 2, THE POWEST PARKOP STORY
Powes Parkop has been under suspicion for corruption for some years, although he started out with his star as high as Bill Cosby’s due to Parkop’s reputation as a human rights lawyer, helping the poor and downtrodden achieve justice against powerful accusers.
That reputation went sour over 15 years ago when Parkop suddenly decided to defend a very wealthy man, a former World Bank consultant by the name of Hamidan Rad.   Rad had served in PNG under employment of the World Bank, but then Prime Minister Bill Skate, as desperate to save PNG’s collapsing kina as Peter O’Neill is today, enticed Rad to leave the World Bank and become the government’s Chief Economic Advisor.   One thing led to another, Skate was deposed as Prime Minister, and Hamidan Rad was arrested and imprisoned along with his laptop in the then VIP wing of Bomana prison. 
Rad called on Parkop to be his defence lawyer, but said he had no money.  Instead he promised to give Parkop his fancy bright red sports car in which he used to drive all around Moresby.   Parkop, who always loved fancy cars, accepted the deal.   Parkop got Rad released, Rad immediately left PNG, and Powes Parkop now had his very own fancy red sports car. 
Powes Parkop was riding high, but in the eyes of those who put together what information was available, it appeared very strongly that Parkop had sold out to money and abandoned his commitment to justice.  
The next major incident came early in Parkop’s term as MP, running the NCD.   There had been stories that Parkop had signed off on a number of suspicious ‘expenses’ including a K100,000 hire car bill (see https://pngexposed.files.wordpress.com/2011/08/internal-audit-report.pdf).  For those who aren’t familiar with one of the most commonly used tricks of the corrupt, the idea is to make up a very high bill to send to the government.  It could be a steep legal bill, a steep rental car hire charge, or whatever.  The bill is always for a service those extent and delivery can easily be faked.   Public money is used to pay the bill, and the recipient kicks back a percentage of the money to the govenrment official who approved the payment.    
All this was kept very secret until a whistleblower inside NCDC who obviously had a sense of humour, created a fake audit report cover, but included actual NCDC financial expenditure reports.  At first Parkop denied that he had done anything wrong but did so in a very odd way.  He focused on the faked audit report cover and said it was totally false.  Suspiciously, he never denied the legitimacy of the expenditures themselves and even worse, when the actual excessive bill for the hire car service was revealed and posted on the internet, Parkop refused to address what exactly that bill was for and why his signature appeared on the bill, instructing that it be paid. 
Powes Parkop has long been a friend of Justin Tkatchenko.  Tkatchenko is infamous in his own kickback schemes, especially those involving Bill Skate, Haus Parliament, Jefferey Nape, and Justin’s little landscaping and grounds maintenance business which earned literally millions for very little apparent work. 
Again, just like with Bill Cosby’s buildup of public support by his various products and public pronouncements, Powes Parkop also built up quite a following with his flashy infrastructure for Moresby and his “get tough on the poor people” attitude that pleased all the well monied people of Moresby, including the businessmen.   No one seems to notice the outrageous cost of some of these expenses, particularly the short road in Gordon’s industrial that cost tens of millions of kina.  What?  Smells like kickback.  But the blind of Port Moresby continued to salute Powes Parkop just like millions of Americans saluted Bill Cosby as their hero.  
But had decided that all was not right with Powes Parkop, just like all was not right with Bill Cosby.   Sooner or later the axe was going to fall. 
The ‘axe’ for Powes Parkop was this week’s revelation that he is estranged from his long time wife Jean Parkop over a series of extramarital affairs, most notably with his yoga instructor (see http://www.pngblogs.com/2016/12/from-walk-for-life-to-yoga-and-right.html).   
Powes Parkop performed an admirable Bill Cosby with his replies:

WHO IS RESPONSIBLE, LUPARI, THE CHINESE, OR WHO? IF PNGBLOGS GOES BLACK ON PNG COMPUTER SCREENS NEXT WEEK, WE WILL KNOW WHY - IT WILL BE THE RE-CREATION OF A PAUL PARAKA BANANA REPUBLIC STYLE THREAT THAT FINALLY WORKED:

In 2010, Paul Paraka, the number one corrupt lawyer in the country according to the Commission of Inquiry into Department of Finance fake payment scams, did something that even today goes down as one of the most banana republic kinds of reactions ever seen in PNG. Here's what happened. When the government Commission of Inquiry on massive theft totally hundreds of millions of kina submitted their report in Parliament, Paraka immediately obtained a court injunction to make it illegal for any Papua New Guinean to read or be in possession of the report and learn about the allegations against him and 18 other lawyers. Included amongst the accused is current Chief Minister Isaac Lupari, alleged to have stolen more than K2.7 million.
Paraka's strategy to keep the report implicating him in massive corruption worked for awhile. Then a PNG hero stole a copy of the report and got it into the hands of journalists in Australia. The report was duly uploaded on the internet and a number of internet sites either put the report on their own sites or entertained discussion about the report and its implications. Paraka was both furious and determined to use his renowned thug like reputation to intimidate and silence all talk against him. He thus instructed that his legal firm send out a threat letter to all PNG ISPs, demanding that they not only block internet sites from anyone inside of PNG from accessing, but also find someway to read through everyone's e-mails in PNG and block any e-mail that even mentioned the name Paul Paraka or others that were heavily implicated in the Dept. Finance scam.
Paraka's action was classic behavior that the rich and powerful use in the Banana Republics of the world, and it backfired against him badly. First, the silliness of the whole thing was reported by the overseas media, making all of PNG a laughingstock for even allowing people of the likes of Paraka to attain such high status. The PNG Internet Service Providers followed suit by ignoring the Banana Republic style threat. Because of the Paraka letter, many more Papua New Guineans came to learn of the Dept of Finance report and read who the alleged biggest thieves of Papua New Guinea were. But of course, the governments of the day, starting with the Somare government and now the O'Neill government, refused to action the report, and Paraka, Lupari, and all the rest have escaped prosecution as recommended by the report.
This week's allegations of Minister William Duma seeking a $10 million US dollar bribe and a prostitute turned mistress on the side, as well as the allegations of NCDC Governor Powes Parkop committing adultery on multiple occasions with multiple young women with his long time wife Jean Parkop leaving the Governor, has obviously hit a raw nerve somewhere. A high level mole has leaked a story that none other than Isaac Lupari is repeating the Banana Republic action that Paul Paraka failed at more than 6 years ago. In short, it is reported that Lupari is trying to pressure PNG ISPs to immediately block PNG Blogs from being accessible by anyone within PNG. Why so? There are only 2 possible stories that have come out on PNG Blogs that would be so upsetting to the government that they would lower themselves to such monkey business threats and we have already mentioned them: the Duma story or the Parkop story.
As silly as Powes Parkop can be sometimes, we doubt if he is such a monkey that he would demand that Lupari block all stories about his dalliances from PNG eyes. We reckon it is the story about Duma that's causing the frantic reactions. Why would this be. We reckon it is because of the massive, unnecessary amount of money that PNG can ill afford, that Duma will seek NEC's approval for, in exchange for the big bucks and the prostitute. The eager beaver company that wants the contract and might well pay the bribe and provide the girl is none other than SinoHydro, a Chinese government arm that wants to build the unnecessary Ramu 2 Hydro expansion at excessive cost that PNG can ill afford.
If too many people in PNG read this story, it obviously threatens Duma's $10 million and his new side girl, but more importantly, it threatens the giant SinoHydro from getting the contract. SinoHydro is a known bribe giver, according to reports from Africa, so none of this would be something surprising taking place in PNG.
We strongly believe that under Peter O'Neill, PNG is heading for a dictatorship after the 2017 elections (which we believe he will come out victorious, one way or the other). One clear sign of dictatorship is the suppression of information under the pretense that it is "false and defamatory". The most successful dictatorships in the world today use elegant little defenses like that to suppress information from getting to the citizens of the country. Will the PNG Internet Service Providers back down? They didn't when Paul Paraka threatened them. We also don't believe that there is anything under the Cybersecurity Act that would force them to block web sites.
Pray to our good Lord that the dictatorship will not prevail with this request to keep the citizens of PNG in the dark about a story that so curiously for a "false and defamatory" story has caused government leaders to jump up and down like baboons. Better yet, spread the story by e-mail to all your friends. E-mails on all of today's major free e-mail services have their content encrypted. This means that neither the PNG government nor the Internet Service Providers can see the content of your e-mails. It is one good way in which suppressed citizens in other countries get around their own dictatorships and make sure that dictatorial governments never succeed at keeping information hidden.

INTRODUCTION

We stitched the story of what is going on behind Ramu 2 Hydro from many sources, each of whom fed us pieces of information.   Only as we put the pieces together was an overall picture revealed that is distressing, ugly, and profoundly suggests how corrupt Papua New Guinea has become under the current government.   All indications are that Peter O’Neill’s ministers are out of control in a way that has occurred before  Every time a government has been able to stay in power a full 5 year term, it has provided time enough for government ministers and other parliamentarians to conceptuale and implement scams that end up costing PNG dearly.  The implications of the Ramu 2 Hydro expansion project for Papua New Guinea’s financial health are major.   The particular activities of our Ministers and departmental heads makes our claim that PNG is a Christian nation, led by those who practice the morals that they preach, into a laughingstock.  
 
DORA LU AND THE CHINESE INFILTRATION OF THE PNG GOVERNMENT

We previously reported (http://www.pngblogs.com/2016/12/hosting-peoples-rights-to-reliable.html) that Minister William Duma is demanding a US $10 million upfront payment, plus a provided long-term mistress, from the Chinese government business arm company known as SinoHydro, before he will carry out what should be his normal duty as Minister of State-Owned Enterprises.  Without the money and the mistress he is demanding, Duma says he will not bring to NEC for approval the proposal that gives the massive contract for expansion of the Yonki Dam hydro capacity to SinoHydro Corporation.  

A Chinese agent by the name of Dora Lu (also known as Dora Ru) is the go between person linking SinoHydro representatives with William Duma and other PNG government officials.    The disturbing track record of SinoHydro in overseas projects appeared on Niugini Outlook this weekend (https://web.facebook.com/niuginioutlook/photos/a.155100324834490.1073741828.154029881608201/376289306048923/?type=3&theater).  They have been implicated in massive cost overruns, in bribes/kickbacks, and in delivering finished products that were not up to the expected specifications, which resulted in the projects being a failure.    

Niugini Outlook has also come up with an interesting observation that the amount of bribe money that Duma is demanding now from SinoHydro is exactly what SinoHydro provided to a corrupt politician in Botswana (Africa)  for facilitating SinoHydro getting a contract in Zimbabwe, home of the famously corrupt dictator Robert Mugabe. 

Very disturbing are the overall number of contracts Dora Lu has been the negotiator for to get the jobs for Chinese companies (http://www.pngblogs.com/2016/12/who-is-dora-lu-chinese-mistress.html).   She seems to go all the way to the top in the PNG government to do her lobbying (note the official photo of her with Prime Minister Peter O’Neill).  Text messages from her own hand confirm sexual relationships with Minister Nixon Duban and Treasury Secretary Dairi Vele (http://www.pngblogs.com/2016/12/chinese-mistress-takes-on-2-state.html).   It goes beyond stupidity that these government officials would be so careless to sleep with a foreigner who clearly represents the interests of a foreign government.   Dora Lu clearly represents Chinese government interests.  Nixon Duban and Diari Vele were nothing short of fools when they thought having sex with Dora Lu could not lead at some point to blackmail attempts against them.


GOVERNMENT IMBECILES JUST BEGGING TO BE BLACKMAILED

The people of PNG should bless God right now that PNG Blogs is exposing their adulterous relationships with Dorah Lu before these corrupt PNG government officials found their pockets drained through blackmail.   We pray that the Prime Minister has not been secretly sleeping with Dora Lu in a mistress style relationship he has long been rumoured to enjoy with Luciano Cragnolini’s wife, Ni Cragnolini.   Lu would never divulge such a relationship to lower ranking government officials as she appears to be much too smart for that.   But the Prime Minister has been reported on the internet for years to have a track record of extramarital affairs, a Cragnolini love affair first being reported on Anthony Smare’s PNG Scape forums and later elaborated on in the anonymous PNG Exposed Blog.   Even if an alleged relationship between Peter O’Neill and Dorah Lu never became public, that still makes for perfect blackmail material.  All the Port Moresby hotels that have been used by Lu (including the Rimbunan Hijau-owned Stanley Hotel, as well as the Airways and Lamana hotels, both owned by the Constantinou family, of which Sir Kostas is a long time Peter O’Neill crony) could include a room set up with a hidden camera put up by any one of the possible candidates who would see the blackmail opportunity, including Chinese government owned business arms eager to get more lucrative contracts from Papua New Guinea.  The point is that only idiots take such risks. 


RAMU 2 JOINS THE LIST OF PNG POWER ODDITIES OCCURRING SINCE PETER O’NEILL TOOK POWER 

Within PNG Power, trained planners and electrical engineers who make decisions based on information and not politics, previously concluded that the proposed Ramu 2 hydro expansion project delivers far more additional power capacity than what PNG needs in the medium term, especially at this time in our country’s history when the country’s collapsing government budget can ill afford any more foreign currency loans or hefty infrastructure expenditures.  Since Peter O’Neill took office, there has been a fixation on delivering foreign built or procured power supplies that are never fully explained to the public, until pulled out through leaks and whistleblowers.

The love affair between PNG government officials and power generation projects started with the Prime Minister’s interactions with the Israeli retired military officer owned LR Group, whose expertise is agriculture but who offered to procure 2 General Electric generators.  Procurement was achieved by bypassing tenders. It has resulted today in the highly priced generators arriving in PNG, but being mainly offline, thus close to useless in contributing to the nation’s power availability.     

Then there is the oddity that occurred 2 years ago when then State Owned Enterprises Minister Ben Micah declared a state of emergency, ostensibly to get debtors to PNG Power to pay up what they owed on their power bills.   Anyone within the system knew without thinking that declaring a state of emergency for such a purpose was ludicrous.   In fact, the bigger purpose was to suspend the rules involved in giving out power generation contracts.   At the time, Micah was intent on fast tracking approval (getting around tendering processes but all deviously legal, thanks to his state of emergency declaration) to get the South Korean Daewoo Corporation permission to build a power generation plant outside of Lae to serve the power needs of that city.   Very odd, being that there is already a large Oil Search investment project called PNG Biomass near Nadzab Airport that is on target for its own power generation plant to serve Lae’s needs.  There was no room for both PNG Biomass and Daewoo to serve the Lae market. 

Suspicion arose immediately that Ben Micah’s real motivation for declaring the state of emergency was that he was in line to get a handsome kickback prize from Daewoo if they were granted permission to build another exorbitantly priced electricity generating power plant in Lae.  Daewoo E&C already runs the privately owned generators in Port Moresby (operating as Hanjung Power Pty).  Because the government allows it to sell the power it generates at high prices, the company wants to invest more in PNG.  To quote their own company statements:   “Daewoo PNG Power Plant, built by Daewoo Corporation in the tough times of the financial crisis in the late 1990s, has grown to become an important ‘cash cow,’ accounting for over 40 percent of the total electricity of the capital area of Papua New Guinea.  Now in its eighth year of operation, the power plant already retrieved its investment in 2003 and has recently been earning about $5 million (4.6 billion won) in net profits annually.

There are more stories.   The Israeli LR Group attempted to expand its initial success getting Peter O’Neill to by the two GE generators.  LR Group’s long standing and close relationship with the corrupt government of Angola (Africa) and its generals is well documented on the internet, as well as its interests in other countries that are resource rich (thus money rich) and have authoritarian governments that are easy to work with, and are especially receptive to bribes.   PNG is little different than Angola in these features. 

LR Group knew the big money that could be made in providing privately owned electricity to uneducated consumers who have no idea how excessive an amount of money they end up paying for their electricity.  LR has next to no corporate capacity to take on mammoth  hydro projects in PNG, even though danced around Latin America trying to take over the national power grids.  In PNG, LR Group’s strategy was to recruit short term contractors to provide all the expertise needed to build the large hydro generation operation in Hela Province.  That strategy is an almost certain pathway to disaster.   Late Hela Governor Anderson Agiru, who long had his hands into government funds pilfering in order to develop personally owned businesses to supply the needs of the LNG project, pushed hard for the hydro project hard before he died.  Why so motivated?  


HYDRO PROJECT PRONE TO CORRUPTION IN DEVELOPING COUNTRIES

It turns out that hydro projects in developing countries are particularly prone to corruption, because they have such high price tags, which can result in high affordable bribes, kickbacks, agent fees, and contract arrangement fees (http://www.u4.no/publications/corruption-in-the-hydropower-sector/downloadasset/352).   It is through “contract arrangement” fees that Dora Lu can make her big money.  Hydro power is the latest gold mine that Papua New Guinea’s politicians and departmental heads can tap into to make themselves filthy rich off the wealth of the citizens of Papua New Guinea. 

Dora Lu is at the centre of the negotiations for Ramu 2 Hydro.  While apparently warding off the sexual advances made towards her by William Duma, Duma knows about Duban’s and Vele’s success with Dora Lu in bed and jealousy has reigned.  He wants his own mistress, with SinoHydro footing the bill.


THE OLD NPF CORRUPTION SAGA REARS ITS UGLY HEAD

Negotiations over the schedule for the Ramu 2 hydro project has been between Dora Lu and Ken Yapane.  Ken Yapane is an alumnus of the infamous NPF scandal of the late 1990’s, as are Peter O’Neill, Jimmy Maladina, Minister Rimbink Pato, Minister Fabian Pok, and MP Mao Zeming. 

The NPF scams involved much less money than is ‘normal’ today for stealing or demanding bribes in PNG.  However, the tricks today were perfected back then.  Through the NPF scandal network, a number of white collar criminals began to develop and partner to continue scams up to the present.     

In regard to NPF, Ken Yapane’s role was to come up with a registered company that was employed by NPF to refurbish an office at NPF’s head office.  Not only was the contract not tendered as the law demanded, but Yapane was paid K40,000 in advance without doing any work. He immediately paid K20,000 of this amount to Jimmy Maladina in a classic kickback scheme.

Ken Yapane was also involved in the NPF Tower fraud, a separate scam.  In that, Jimmy Maladina utilised Mr Yapane as a national contractor and laundered money through his bank account to transfer money from Kumagai Gumi first into Yapane’s account, who then paid it into into Carter Newell’s John Losuia account, from which the money was transferred into the account of Maladina’s company Kuntila No. 35 Pty Ltd.  Mr Maladina paid Mr Yapane a generous commission for the money laundering service.

Like nearly all those implicated in the NPF scandal, Ken Yapane was never prosecuted, never penalized, never sufficiently shamed, and continues to find lucrative work.   Small wonder that he would be involved in negotiations between William Duma and SinoHydro, with Chinese agent Dora Lu as intermediary, and negotiations taking place both in “out of sight” Singapore as well as Port Moresby.   

Ken Yapane was Jimmy Maladina’s puppet in the late 1990s.  We are told that the relationship remains secure.  It would not be surprising to learn that Jimmy Maladina is involved in the Ramu 2 hydro expansion scam in one way or another. 


ROLE OF TREASURY SECRETARY DIARI VELE

Diari Vele is Patrick Pruaitch’s Secretary of the Treasury Department.    Mr Vele first became involved with Dora Lu as an agent of the government, before irretrievably compromising himself as an Agent of the State by sleeping with the Chinese Agent.   Vele’s government role was to negotiate a Sovereign Guarantee between HydroSino and the PNG government. 

A sovereign guarantee is a government legally binding promise that is provided when an undertaking such as Ramu 2 hydro expansion is directly linked to an underlying loan.  The sovereign guarantee commits the government to honour the payment obligations of the borrower (the beneficiary) in the event that the beneficiary goes into default.

Sovereign guarantees put all the ultimately obligation to pay off loans that a private business fails to pay off straight into the hands of the citizens of a country.  Because sovereign guarantees represent contingent obligations, they do not need to be placed on the government’s balance sheet.  In plain English this means that the PNG government can hide money that it is, in effect, borrowing, so that the citizens do not see what is going on.

SinoHydro was delighted that Vele did his part for the Chinese and provided the sovereign guarantee to SinoHydro.  This allows them to obtain a loan that the PNG government can hide from its financial accounting statements, but which SinoHydro in the end doesn’t even have to pay back, dumping the obligation onto the laps of PNG taxpayers.   So delighted was SinoHydro that a few weeks ago they gifted Vele, who prides himself on sharp dress and fine living, with a USD $3,000 Mont Blanc pen with Vele’s name engraved on it.   Vele is in high style while the majority of the people he supposedly serves, have been screwed over once more.     

It is hardly surprising to find that Vele would do this.  Only last year he was in line to be arrested for his role in allegedly illegal procurement of the 2 generators by the LR Group that the Prime Minister commissioned.   Controversy seems to be the name of his new game.  Unfortunately, those who earn this reputation are too frequently found later to be habitually engaged in shady deals. 


ROLE OF GARRY HERSEY?

Garry Hersey is the Managing Director of Kumul Consolidated Holdings.   Kumul Consolidated is the government legal entity that the O’Neill government established to hide the individual accountings of all the State Owned Enterprises.  Before the people of PNG could see which company’s accounts were up to date in their audits and which were not, or which entities made money and which did not.   All this information is now hidden from the people of Papua New Guinea, who are then subjected to public relations displays, such as the recent K20 million payment of Air Niugini to Kumul Consolidated to cover up all the hidden details.  The people can no longer see if money is being drained out of the profit earning companies and if so, where that profit is going.   Kumul Consolidated is the ultimate cloak of secrecy that allows corruption to flower and spread.    Private deals can all be worked out without the public ever finding out.  

Hersey, in his capacity overseeing PNG Power as one of PNG’s State Owned Enterprises, has been mentioned by more than one source as having been involved in the negotiations of a payment schedule.   He is also storied to be responsible for pushing John Mangoes out at PNG Power.   

Because all the relevant financial information is now hidden from the eyes of the public, we can only guess what the size of the loan involved is, but certainly over K1 billion.   Because a sovereign guarantee is needed, this is clearly not a government to government concessionary loan, but more likely to be a loan carrying a high commercial bank rate of interest.  


BOND BROTHERS WILLIAM DUMA AND PAUL PARAKA

William Duma and Paul Paraka are bond brothers, going back to high school days or before.   Paul Paraka wants to get into parliament and join the scammers who are already there, including Duma.  But Paraka is in serious financial trouble, being that he has been unable to scam the government for money to subsidise his money losing operations.   Last week Nambawan Super, claiming that Paraka owed over K5 million in back rent, locked Paraka employees out of the Paraka Port Moresby office at Mogoru Moto building.

Obviously if Paraka can’t even pay the rent on his offices, he won’t be able to fund his upcoming campaign to enter Parliament and tap into the really big money.   It wouldn’t be much of a stretch to speculate that a good chunk of William Duma’s USD $10 million bribe money from SinoHydro could end up in Paul Paraka’s hands to fund his campaign for parliament. 


IS A PRIVATISATION OF RAMU 2 HYDRO BEING PLANNED?

It is a common scam to privatise government service providers solely with the objective to get the enterprises in the hands of corrupt cronies or government officials themselves.  The government sells off government assets at a very cheap price in the process.  This is what is suspected to be the medium term plan with Air Niugini as it currently pumps up its plane stock at government taxpayers expense.  There is suspicion that the Ramu 2 Hydro, once completed by SinoHydro, will also be privatized, with corrupt PNG government officials becoming the new owners.   When the privatized entities and government sign agreements allowing the privatized entities to make whatever profit they want, it is the people of PNG who suffer.   This is exactly what is happening today in Port Moresby, where power outages are common, yet Daewoo of South Korea crows about how much profit they’re making off their Moresby generators.

It would be a remarkable business setup if taxpayers money were used to build a large infrastructure, which is then sold by the government below cost to a group of corrupt government business partners, who then proceed to charge outrageous prices for the power they generate.

The ugliest battles between good and evil always occur when those serving the devil feel that their power is being threatened and fight back.   When the Ramu 2 stories first came out last week, the government reaction at high levels was like an explosion.  Peter O’Neill and his cronies badly want to see PNG Blogs off line or out of business so that corruption secrets within the government will remain secure.   Too many politicians and other government officials are seeing their chances at making massive amounts of money through corrupt deals vanishing into thin air.  They are fighting mad and want to see PNG Blogs shut down.   Think about how easy it is for them to issue detailed rebuttals to any information they say is wrong that PNG Blogs reports on, explaining why exactly we are in error in our reporting.  They have never done this.  Instead they issue no public statements on what is reported in PNG Blogs, they issue only generalized and meaningless statements or they work behind the scenes to try to find ways to shut us down so that the information will never reach the people of PNG. 

Earlier this year nearly all the people of PNG watched the university students fight for truth and justice and did nothing to help support what the students were fighting for.  Please don’t continue to do nothing to support the fight against corruption.  Your inaction is what allows evil to prevail.   The specific ways you can help is to spread our stories via e-mail, which keeps the government from snooping on content.  You can also place links to our articles on all the PNG social media news sites.  You can raise holy hell the moment the government mentions any intent to further restrict free speech on the internet.  Most importantly, if you witnessed corruption it is your duty as a citizen to report it.  Reporting it to the police or ombudsman achieves nothing anymore if you haven’t noticed that already for yourself.   Report it to PNG Blogs so that if nothing else, the information can reach the world.   It is time we stop tolerating our country being disrobed of its wealth for the benefit of a few greedy pockets.

Open Letter to Sir Michael Somare

    Grand Chief, before you bow out of the picture, we need you.  We realize you are 80 years old and you will be retiring from PNG politics in June 2017.  At the same time your influence, stature and leadership is essential during this time of unparalleled corruption.  

    The current administration is knee-deep in pekpek of its own making.  They’ve done a masterful job of sidelining and silencing Sam Koim, leader of the Task Force Sweep.  Koim was hand-picked by the O’Neill government to spearhead the drive against the corruption pervasive in all levels of government.  Then, ironically, when Koim starts making some headway in addressing government fraud, O’Neill neutralizes him.  

    Sir Michael, please address two or three of the major corruption issues of the last several years.  Shout out from the rooftops about the abuse of power of the current administration.  It’s been reported once before, but the people of PNG need to hear it again.   

    You’re familiar with both of the following stories.  These are stories that need to again be brought to the light of day because the major PNG newspapers ignore it and the people forget.   

    Upon discovering illegal payments made to Paul Paraka’s personal bank account in Australia, the Aussie government froze Paraka’s account.  Mr Paraka then squawked loudly, and claimed that he had in his possession a letter from Prime Minister O’Neill giving the green light for the millions of dollars in payments to himself and his wives living in Australia for legal services (for illegal purposes) rendered.  

    Prime Minister O’Neill through his lawyers replied,   “The letter Mr Paraka claims is genuine is a forgery,” even though O’Neill knew that was not the case.  When legal experts examined the letter they found it to be genuine.   

    Mr O’Neill then knew he was in hot water.  The PNG authorities came up with an arrest warrant.  The Prime Minister responded by surrounding himself with six or seven Land Cruisers with armed guards wherever he travelled to prevent an arrest.  Plus he terminated the police official attempting to arrest him.  The extent of abuse of power by O’Neill has not been seen in PNG since independence.  It is very clear that he thinks he is above the law.  He is behaving like a dictator, not a Prime Minister.      

    Grand Chief, tell the Papua New Guinean people what happened!  Prime Minister O’Neill is trying to sweep it under the rug!  So far he’s been successful.  Challenge the Prime Minister to submit to the legal process.  You have challenged him in that regard before.  You need to do it again!    

    The people of Papua New Guinea and most of the MPs are in the dark concerning the K3B UBS loan.  Because of incompetence in investing as well as corruption the loan ended up costing the nation between K3.6B and K4.0B.  The exact figure is unknown.  The annual budget of PNG is K15-18B.  The Prime Minister and his Treasury Minister have provided zero accounting for the K3 billion loan.  Every Member of Parliament should be demanding full accounting.  As you know the administration hides all that money in bank accounts in Singapore and other banks outside of PNG.       
        Sir Michael, you need to take the lead.  Bring both these issues to the light of day.  If you care about the nation, if as the father of the nation you love the nation like a father loves his son, then you will speak out about the corruption of the Prime Minister which runs in hundreds of millions, maybe even billions of kina.     

    Go down fighting!  Think about the people of Papua New Guinea.   Most people in PNG are struggling to eke out an existence.  Currently in PNG we have a 70% unemployment rate and life expectancy of 58.  If corruption had been largely eliminated, we would have 70% employment and life expectancy of 70 years of age.  

    You are the father of the nation!  Peter O’Neill is a thoroughly corrupt caretaker leader who singular objective is to enrich himself.  In The National of Dec 14, 2015, you stated that “leaders must maintain the integrity of the office they hold.”  Absolutely correct.  

    You are aware of the financial situation in PNG in the past two years..  In 2015 PNG was the envy of other Pacific region countries and many countries around the world with 11% GDP growth.  It was the first full year for income from the PNG LNG project, the biggest project ever undertaken in the history of the nation.  Dame Carol Kidu stated: “The PNG LNG project will make or break the country.”

    Then in 2016 everything fell apart because of a so-called “cash flow problem”.  High Commissioners and their staffs didn’t get paid.  State owned enterprises and UPNG failed to receive their promised allotments. Many government departments and provincial administrations were short-changed.  The primary reason for the shortage was that the Prime Minister used his dirty hands to grab hold of K550M of the K3B UBS loan and then he made poor investment choices with the bulk of the money.   

    Grand Chief, we are all aware that your hands are not clean in financial dealings you have made while you were Prime Minister.  We learned in September 2016 via the Post Courier that you and your son Arthur were paid bribes in excess of K1 million and you used those funds to buy houses in Sydney.  Those bribes were paid to facilitate the development of community colleges in PNG.  Today PNG has nothing to show for it.  Thankfully the Singaporean authorities were willing to investigate the matter and bring it to the light of day.   

    Thank you for apologizing to the people of PNG for your improprieties.  Mr Somare, you need re-pay the money to the PNG government to make things right.  

    At the same time, we still need you, because you are one of the very few who understand the incredible corruption problem of our current government.  Far too many MPs have their heads in the sand and are unwilling delve into the matter.  Or they are in Mr. O’Neill’s pocket and fearful of saying anything negative about him.   

    You are one of the few who understand that not K10M or K100M, but a minimum of K550M is missing and unaccounted for in the UBS loan alone.  You are also aware of the lack of transparency of these mega-financial arrangements.  You know that the UBS loan and the PNG LNG transactions should not have been hidden (and continue to be hidden) in Singapore banks, but should rather have been deposited in the Bank of South Pacific or some other PNG bank, so that improper transactions can be easily investigated.  

    Corruption is so pervasive in our country that these matters have to be addressed.  The economy is limping along when it should be robust.  You need to convince a majority of MPs to require that Prime Minister O’Neill give full accounting on UBS loan and that PNG LNG arrangements need to be altered so that the funds from Japan are funneled through a PNG bank.  

    The very incompetent courts in PNG have given Prime Minister O’Neill a free pass on his theft of K550M on the UBS scandal.  They have swept the matter under the rug, leaving the country frustrated with the perverted sense of justice.   
   
    Grand Chief, if you have a love for the people of PNG, if you care about the 70% of the population who are barely eking out an existence, then please use the last 5 months you are in government to demand full and transparent accounting on the UBS and the Paraka issues.   Don’t slip into retirement under the shadow of your own improprieties.  Another 5 years of Peter O’Neill would be a disaster for the nation.   

INFAMOUS HOMOSEXUAL MP TIED TO EXPAT OVER-STAYER - ARRESTED FOR DRUGS, SEX TOYS AND PENIS ENHANCEMENT TABLET

Opposition leader Don Polye has condemned the action of a MP who reported to be involved with an expatriate woman arrested with drugs, sex toys and sex enhancement tablets.
The Member of Parliament is alleged to be from an electorate within the nation’s capital.
Polye said it’s a shame when our leaders are reported to be involved in such illegal activities, harboring expatriates who over-stay their visas thus becoming agents of alleged drug trafficking and prostitution syndicates.
“If we have leaders in the country who perpetrate evil, bring expatriates into PNG to involve in alleged drug trafficking, prostitution among other illegal activities then our country is not in safe hands.”
According to reports, the Malaysian woman was driving a vehicle belonging to the MP.
He added that to make matters worse, the woman in question had over-stayed her visa.
Polye called on Foreign Affairs Department to get tough with all expatriates living and working in the country.
The Opposition Leader commended police for the arrest and urged them to complete investigations and arrest the MP involved.
